The EVIDA was vague in categorizing hybrids. the ambiguity allowed for an argument for the coverage of mild hybrids. That's where the LTO had guidance.
As it stands, TRAIN law had a more explicit definition for hybrids excluding mild hybrids and DoE use that in finalizing their list as to who are entitled to coding exemption that they recently published, instead of referring to the EVIDA law only to "align" it.
What about the LTO? Well, we know how "great" those guys are about updating their systems/records/IT. so expect possible updates in the late future. haha! Baka tapos na yung coding exemption tsaka sila magreact na "wala na bearing yung CR kasi hindi na ulit exempted lahat ng hybrids or EV sa coding". hehe
