according to civic budget trackers, for some reason, mabagal daw mag release ng pera ang mga namumuno. ken abante of citizen budget tracker of covid 19, " more than a month into the enhanced community quarantine, only 14% of the social amelioration budget and 21% of the reported health budget have been spent." and that was taken from an interview last april 25 pa.

just this week, i heard abante even say on a "wag po" interview that the gov't hasn't even spent half of the money allocated for the pandemic, w/c can be easily redirected and rerouted by the president via the bayanihan act, to any of the organizations that need the money.

in short, there is available cash through the loans extended to the country and what not, but it's not being used fast enough. ano ang rason? iyan ang tanong.

They're still mining and dicing paano mahahati at maambunan sila nun budget.

during the flatten-the-curve discussion the other day i kept mentioning healthcare capacity while everybody was only focused on the daily new confirmed cases

healthcare capacity is the other important part of the flatten-the-curve graph

during lockdown you fight the epidemic on 2 fronts

1 -- make people stay home para bumagal ang hawaan

2 -- use the opportunity to build up healthcare capacity

ginawang covid hospital ang PGH, Lung Center etc

ginawang quarantine center ang mga stadium, exhibition hall

nagkaroon ng release valve (kaya nakahinga ang Medical City, Makati Med etc)

those quarantine centers free up hospitals

mild cases go to quarantine centers so hospitals handle only severe cases

pag na-lift ang lockdown, kahit papano, mas hindi ma-overwhelm ang mga ospital

it may not be adequate

hospitals can still get overwhelmed

pero malaking tulong parin ang ECQ -- it bought time to prepare
