I think the Mayors were told that the government and the economy cannot afford another extended ECQ. In other words, the goverment is already scrapping the barrel since no taxes are being collected...

According to MMDA general manager Jojo Garcia, after a meeting that lasted for four hours, the Metro Manila mayors struck a “balance between economy and health” in presenting the following three scenarios:
1) A two-week extension of the enhanced community quarantine;
2) Imposition of a general community quarantine for an indefinite period; or
3) Putting NCR under general community quarantine but local government units are allowed to lockdown barangays

The Metro Manila mayors would send their three-pronged recommendations to the IATF, which the mayors trust would render the proper decision, Garcia added. | via Marc Jayson Cayabyab
