The main problem, several experts have said, has been the decision to keep passengers onboard the ship, especially those who have tested negative for the new coronavirus.

"From a virologist's perspective, a cruise ship with a large number of persons on board is more an incubator for viruses rather than a good place for quarantine," Dr. Anne Gatignol, a microbiologist who studies viruses at McGill University, told the Montreal Gazette.

Many experts say that passengers who tested negative for the virus should be removed from the ship and finish their quarantine somewhere else. Though people who test negative could still have the virus, this would lower the risk of healthy people contracting it.

"The decision to keep the passengers and crew on the ship is no longer ethical and is wholly inappropriate," Michael Mina, a professor of epidemiology and immunology at Harvard University, tweeted on Monday. "Clearly this has transmitted among them, placing all at unacceptable risk."

tsk tsk talaga. but then several factors may have figured in their decision to not let the passengers out, like how the situation is unprecedented, the extent of how the virus is transmitted is not yet known at the time, whether there is enough space available to house/quarantine all the passengers, how to protect the people outside the quarantine, etc.

South Korea reports first COVID-19 death as infected cases reach 14 - CNA

A large number of the country's patients are linked to a 61-year-old woman who is a member of the Daegu branch of the Shincheonji Church of Jesus, an entity often accused of being a cult.

The woman first developed a fever on Feb 10 but reportedly twice refused to be tested for the coronavirus on the grounds that she had not recently travelled abroad, and attended at least four services before being diagnosed.

The woman is also believed to have contaminated another person at a hospital.

The spike in new cases has prompted authorities to warn of possible further cases and asked Daegu citizens to stay indoors.

Daegu is South Korea's fourth-largest city, with a population of 2.5 million.

Shincheonji claims that its founder Lee Man-hee has donned the mantle of Jesus Christ and will take 144,000 people with him to Heaven, body and soul, on the Day of Judgement.
