and a 1% chance you're gonna die if the gov't implements involuntary quarantine (use of force)

more people will choose the 1% chance of dying even if human rights are violated

China wouldn't lock down its major cities if there were only 2000 deaths

They're now hellbent on solving this problem not to do the world a favor but to get things back to normal

Even if hindi authoritarian, but if a state have a really good mechanism/policy in place to deal with such contingency, I don't think they would need to resort to homes being welded shut or citizens being shot indiscriminately (though speculative as of this time).

Forced quarantine, yes definitely! Use of deadly force if someone tries to break quarantine, most probably. That is why emergency powers are granted to the executive department in times of national emergeny. Para mabilis ang action and responses. With emergency powers come the full force of the military as well.

However I don't recall having this kind of an outbreak in a developed democratic state. Although the MERS virus could be an example though that one is not as highly infectious as N-Cov.

Though I hope our government is already preparing not just for preventing the spread of these kind of viruses, but also a concrete plan if ever this crisis do occur in our country. I believe it's a question of when rather than if we will have some sort of contagious disease in our midst. Other countries are probably making plans of their own on how to go about a scenario such as this.

It seems that China has not learned from the SARS incident.

Hospitals are overcrowded and there are not enough testing kits. Those who died without being clinically diagnosed or diagnosed by a test kit weren't included in the official toll.

Also whole families are wiped out because their infected love ones can't get treated in a overcrowded hospital. They are forced to treat the person at home... with deadly results.
