We already have capable hackers but we won't be beating the Chinese and Russian hackers anytime soon.

The countries in Southeast Asia who are concerned with China's growing influence in the South China Sea will have to band together sooner or later unless they have no problems with the region becoming a Chinese pond.

If not, then the PH will be in a tight spot. Being non-aligned requires a lot of effort and delicate decisions. The PH may have to make a pact with China to avoid trouble. That's not bad in itself. But, it would be disastrous to the US and the US government will have only itself to blame.

Cigarettes were taxed higher recently. Did it reduce the number of smokers or did it changed their habit? I don't have the numbers but I see a similar number of smokers around.

We need to develop a new kind of weapon.

Regarding taxing.

And how does being top 5 in hacking help with our capability? Elaborate more on "new kind of weapon."

to make the most money, one may tax the most popular items.
soft drinks. it probably won't diminish the number of lying mandaraya-betics, but it will raise the cash.
fossil fuels. it might even decrease traffic!
rice. but give the farmer their cut.
motor vehicles and their annual dues. it may also reduce traffic.
