Duterte on drug list: 'I had it revalidated again'

Duterte made this remark after he was asked when he would release this list of drug personalities.
Explaining why the revalidation was needed, the President cited the case of a certain "General Espino" whom he could not "connect" to the bigger picture.
Referring to Espino's case, he said: "I hit a snag there, e. Kaya nu'ng pina-revalidate ko na sa mga mismong tao ko na, hindi ko ma-connect si General Espino, governor ng ano. A confidential cable dated May 8, 2009, which was published by WikiLeaks, said that Duterte once "admitted complicity" in vigilante killings in Davao City.
The cable, written by then-US ambassador to the Philippines Kristie Kenney, quoted statements from then Commission on Human Rights (CHR) regional director Alberto Sipaco Jr.
Kenney wrote: "Commission on Human Rights regional director Alberto Sipaco (strictly protect) at a private meeting affirmed that Mayor Duterte knows about the killings and permits them. Recounting a conversation he once had with Duterte, who is his close friend and former fraternity brother, Sipaco said he pleaded with the Mayor to stop vigilante killings and support other methods to reduce crime, like rehabilitation programs for offenders."
"According to Sipaco, the Mayor responded, 'I'm not done yet,'" Kenney said.
Sipaco reportedly said he "repeatedly attempted to reason with Duterte that the killings were unlawful and detrimental to society, but Duterte refused to broach the issue."
"Sipaco expressed a sense of helplessness over the killings, as well as concern for his personal safety, but acknowledged that the CHR was taking its mission in Davao very seriously," Kenney said.

The only difference is coco sugar is laced with trace nutrients and is absorbed more slowly. But it is still sugar, it can still lead to diabetes when consumed in excess, and the amount of nutrients you get from coco sugar is negligible compared to simply having a balanced diet.
The tax should be based on caloric sugar content. To encourage manufacturers to develop low-sugar drinks. A flat tax is useless as a health measure... but to encourage the introduction of low-sugar drinks would give people choices in weaning themselves off of the sugary crap.
