    Traffic needs to be fixed... we are losing too much time and money and puffing too much pollution.

    Agree and what needs to be fixed first is driver discipline and law enforcement. Those cannot be solved by emergency power though but political will and leadership which the past administrations were never successful at.

    Regarding the "bangkay" issue: imho the double meaning was intentional, for whatever intention the FB poster had. The cop(or whoever allegedly hacked his account) may just be throwing her own words against her, which she conveniently interpreted as a death threat.

    There are already several projects underway to help ease congestion. But while the North-South connector and MRT upgrades are still underway, all we ca really do is try to shuffle people around.

    The only way, really, to permanently ease traffic is to get over a million commuting office workers off EDSA. We simply don't have the PUV capacity, train capacity or private vehicle lane capacity to deal with that many people.

    Other stop-gap solutions that desperately need to be implemented are more pedestrian friendly city centers. Makati's raised sidewalks are a start, but having multi-block elevated pedestrian walkways within the business centers will help ease inner-city congestion and get more cars off the streets.

    Then the stalled biking lanes...

    And, finally, the easiest solution that has so far been impossible to implement due to politics: Centralized bus dispatching. The bus owners won't like it, but it's a necessity, at this point, to combat traffic backlog caused by bus queues.

    You don't need emergency powers to do that. Hell... what are they going to spend money on that will require emergency powers, considering there's already an elevated inner-city highway under construction and the new MRT trains are already under testing?
