From what i heard on TV, the suspects were asked to sign a document swearing that they will not use or deal drugs in the future, then they were set free.

no, hindi LANG bala at kanyon ang sagot sa insurgency. education, poverty alleviation, people empowerment thru true democracy (a dream even in the US), elimination of corruption in government, holding human rights sacred above all laws, an acceptance by the ruling elite that the country needs a true representative government, protection of marginalized members of our society, and basically much of it is providing opportunities for people to be able to find their own destinies. but all these will only prevent those who are not already in it from getting indoctrinated into the communist realm or the moro vision of a separate estate.
for those who are already in it and are killing our soldiers every time they get a chance, yes you still need bullets, guns, helicopters, planes and warships. talk peace with those who want peace and fight those who wish our country harm.

Exactly! Obviously the vines are being cut to protect the trees. And solving the drug problem is not an act of hitting the supply side, but determining and fixing what causes the demand. As long as there is a demand and there is money to be made, people will ply the trade.
Unfortunately, for an uptight Catholic country like ours, one of the proven ways to remove the incentives for the illegal sale and distribution of drugs is to legalize them.

What's funny is: 28 years. 28 years in Davao, with decades of the Davao Death Squad and a hardline stance against drugs... and there are still drug pushers in Davao.
What we are seeing now is simply the thinning out of the ones with ties to the police. Making the ones who remain much harder to catch.

this is actually true.
what's more amusing is that there's a number of legal drugs that are easily abused and pose greater danger to people than illegal ones.(antibiotics and cough syrups being to name a few)
the stigma here is that just because a person supports legalization, he is immediately branded as an addict
criminalizing drugs just promotes mass incarceration of non-violent crimes and gives syndicates the monopoly of supply
it is also limiting the potential research aspects of illegal drugs such as marijuana for curing diseases
