Emergency powers have to do with suspension of certain civil or economic freedoms or liberties ordinarily enjoyed by citizens --- also ordinary procurement processes are set aside.
You can be sure that any so-called emergency powers by the President will involve non-interference by the Courts on all executive actions, immunity of government officials from criminal liability in the course of implementing executive orders and quite possibly --- seizure of private property or assets without just compensation.
Thing is, there are enough laws that the President can invoke in going after the Abu Sayyaf (since they are common bandits without any ideology), and putting solutions to metro traffic (i.e. revocation of PUB/PUV franchises, implementing a single traffic code or appointing a single traffic enforcement authority, etc.) without resorting to any of these "emergency powers" being floated by PING.
