President Duterte:
1. Policy on sending health workers overseas will be tackled this week. Please do not misunderstand me. I do not want you to go there and come back in a coffin. Mahal ko ang buhay ng kababayan ko.

2. We cannot forever be like this. We will just have to pound on our brain. Maghanap tayo ng paraan. Importante, whether or not if there is a medicine for COVID, wear masks.

3. The Armed Forces must come in to help the PNP to help protect the people. Help prevent the spread of COVID any further.

4. Sa Zamboanga, Cagayan, ngayon lang pumutok. The mayors took the warning nonchalant. Ngayon pumutok na.

5. There are still thousands of Filipinos returning to our country. Ang problem, itong mga Pilipino pabalik, ayaw tanggapin ng mga local governments. Some workers are not welcomed, simply not being accepted by the local governments. This is a constitutional issue.

6. To the local governments, it is your duty to help and protect your constituents. I have no quarrel. You want the contagion to stop at your doorstep. But they are citizens of our country. They have their constitutional right to come home after working abroad. We have to study this. Gather them in a place rather than leave them stranded.

7. Mga kababayan ko, maghahanap ako ng paraan para matulungan kayo. If Secretary Duque clears them, virus free, we have to make the arrangements na makauwi ang OFW. Everyone must be tested, make sure he or she is not a threat to the community.

21. If we look at Vietnam, January they had 3 labs. Now they have 112 laboratories. We can draw the experience from Vietnam. Germany has 120,000 tests per day. This is not cheap. Goes up to about PHP 5,000 per test. But this is necessary because the vaccine is not forthcoming soon.

22. Tutulungan natin si Mayor Beng Climaco ng Zamboanga dahil may upsurge ng cases.

Yes, you have to account the discrepancy in time where results comes out. Some are early, some are very late. Plus false negatives pa but that would be negligible imho.
