Someone explain to me this:

The resource persons used in today's House Committee hearing to pin De Lima down are all convicts presently in the maximum security compound of Bilibid.

By granting them immunity and recommending them to the WPP, isn't it that they will be taken out of the maximum security of Bilibid and placed in safe houses, effectively removing them from prison environment. Isn't that effectively a benefit to these drug lords since they can now go about their business without the SAF and prison officials watching them?
