I can't find the link already. It said that Duterte will impose the 72hour processing time of government approval of licenses, permits, etc. If not approved after 72 hours, papers go to his office. There will be gridlock in Malacañang, I can now imagine.

Ito diskusyon dahil sa press conference ni mayor sa davao kung bakit sya magfofocus na parang "mayor' ulit sa buong pilipinas.

Changing mindsets on citizenship and leadership

Rodrigo Duterte is going to hit the ground running on June 30, 2016. Whether he or we like it or not, he will be assuming all powers and responsibilities as president.
When he utters the last words of the oath, Duterte instantly becomes the country’s chief executive, head of government, head of state, and commander-in-chief.
He will have to appoint his cabinet, and fill up thousands of other positions. He will have to set the agenda and direction of the new government. And he will have to prepare the national budget for 2017, in time for his first State of the Nation Address.
Don’t mind those who say we should “wait” and give Duterte “space.” Now is the best time to suggest, recommend, and criticize. Duterte needs all the help and feedback at this stage of transition.
But come to think of it, all of the time is the perfect time to be a good citizen – to be as engaged as possible in nation-building and decision-making. That includes checking what the next president intends to do, making recommendations, vetting nominees for various posts, criticizing wrong-headed policies, and giving reminders about promises.
It is perfectly okay to be quiet, especially if you don’t have any suggestions in mind. But those who prefer to be quiet should not prevent those who prefer to speak.
We must not kill what Duterte achieved through his election: A high sense of patriotism and high hopes of people that the new president will make politics work for change.
If a worker who voted for Duterte is wondering why there is no mention about outlawing contractualization, let that worker speak. That is a legitimate question of millions of workers. The Duterte economic team may just have overlooked. Or they have to explain when they intend to deliver on that major Duterte promise.
If an Iskolar ng Bayan wishes to convince Duterte to provide tuition-free education at all public universities, let the student speak. If Duterte would agree that government should stop collecting P11-billion in tuition fees, that would be great.
If a lumad would implore Duterte to order the withdrawal of soldiers from their ancestral domain, why stop her? Duterte has always supported the lumad. And the lumad deserve to get back their land, homes, and schools – aside from obtaining justice for those killed for the past few years.
If a commuter has a suggestion on how to fix parts of Metro Manila traffic, don’t stop him. Duterte would most probably appreciate it. He is said to appreciate problem-solvers, especially those who come out and contribute to solving national problems.
Don’t worry that Duterte might be smothered or overtaken by demands, suggestions, and criticisms from 100 million Filipinos, plus our kababayans abroad. That’s actually a beautiful problem that could be handled by the Office of the President, with its competent officers and staff.
What should worry us is a quiet, disengaged, and disinterested public. Because that is what the oligarchs, the incompetent, the criminals, and the corrupt wish to happen. These malignant elements prosper and dominate when the public is inactive, passive,* and reactive.
Those who supported Duterte in the campaign should understand that the elections are over. Duterte is no longer theirs alone. He is on his way now to becoming the president of all. No doubt, we totally understand their pride and sense of achievement. But we hope they do not impede the relationship between the president and the citizens he will swear to serve.
Yes, Duterte has said that he will prioritize impeding crimes in three to six months. We wish him success. Supporters, however,* should not use that against valid and urgent issues that demand the president’s attention.
I did not vote for Duterte but it shouldn’t matter now. He will be the next president, and I look forward to engaging his administration on a wide range of issues. That is the beauty of citizenship.
I don’t look forward to be a servant or serf of Duterte. Neither should anyone else. After six years of a lamentable “reign of t/error” dominated by the most arrogant and cruel officials, it is high time now for something different.
Duterte is known to be tough. He should be able to handle the toughest criticisms. Please don’t treat him like a baby. He promised to be the champion of not just “tapang” but also of “malasakit.” That should include being open to the widest possible range of feedback.
There is another school of thought about democracy and leadership that we should try. It involves a most active citizenry collaborating and pursuing change, and a servant leadership unafraid of citizens. The objective is not to make citizens blindly obey and unquestioningly submit to leaders. It is for leaders to put citizens first, on highest priority, on top of the Rolodex.
As the Daang Matuwid enters its twilight days and as Duterte eases into the presidency, citizens should decide what kind of role of take. That decision could spell good or bad for the cause of change.
We’ve seen what six years of the Aquino administration’s trolling attitude could do to citizens. No, we don’t troll back under Duterte. I suggest we reinvent how we relate to the president: To be citizens who are fully engaged, unafraid to speak our minds, cooperative around positive goals, critical when we see incompetence and treachery, and always pushing the boundaries set by the naive and by the enemies of progress.
Perhaps that way, we could help make sure change would be coming. Perhaps, that change in citizens’ and leaders’ mindset is the first wave of change that should come. Duterte should be able to handle that and could really appreciate that.
