I could have chosen ADMU and studied Chemistry. However, UP Diliman has always been my first choice so I took up Mechanical Engineering.

My bestfriend had better perks as he was both a DOST Scholar and an Ateneo Merit Scholar. He was also from Pisay. He took up Physics CE in Ateneo.

I was a DOST scholar back in the 90s. The exam was for 2 hours if I remember it properly - various questions from the sciences (Chemistry, Biology, and Physics) and math (Algebra, Geometry, Trigonometry, and Calculus). There were only about 15 of us from Region XI back then, most of them were my classmates from Pisay. Most of us went to UP system as DOST would cover for everything except your dorm fees. In UP Diliman before, DOST would always schedule some social events where they gather their scholars from different regions. It was kind of a Geek party, hehehe! The only courses allowed were from the Sciences and Engineeering.

back in the day, just like pshs then,
the NSDB (now DOST) scholarships weren't regional. they were national.
as such, it was parang same old faces from HS, when these "geeks" (heh heh!) would hang around.

some of the HS graduates would favor the GSIS scholarship over the NSDB. it was available, via competition screening, to children of government workers.
the GSIS deal had fewer application and post-graduation requirements, kasi. and slightly more benefits, as i vaguely recall.
halos wala pang individual college/university scholarships at that time.
the vast majority of university students had to be content with the other NSDB. NaSa Daddy ang Bayad. heh heh.

    but i am curious,
why does the post-er feel that the DOST scholarship awarding process is "rife with irregularities" ?

usually it starts with "bakit yung kakilala/classmate ko na matalino, di nakakuha?". Well our HS class valedictorian and salutatorian also did not pass the UPCAT. Not only are there people who are not as smart as you think, there are also people who are smarter. Scholarships are limited and only those who got the highest marks will get awarded. I had Pisay batchmates in UP who did not get DOST scholarships.

DOST scholarships and even Pisay scholarships have contracts though. For the latter you have to take a STEM course in college, while for the former there is a stipulation you have to work in government or an academic/teaching position for a few years and they add your name to a list at the DFA and Bureau of Immigration and you will need an authorization to leave the country, even if its just for a few days for a conference or vacation.

there is always someone with higher grades than you.
there is always someone with higher upcat score than yours.
many times, that someone with higher HS grades did not get the higher upcat score, and vice versa. hence the seeming ill-logic at times, of the accepteds' list.
i still remember, i was ashamed with myself, when i got only 99 in the college entrance test, when most of my classmates got 99+.
the rumored top-est of the top in upcat that year, a classmate, wasn't even in the top 10 in our HS class. and our valedictorian and salutatorian, weren't in the top upcat-ers, either.

    reminiscing...

Pisay has a STEM course requirement for all graduates

I have a friend who wanted to take Bachelor of Music in UST and they forced him to change his application.

Its part of their contract that they have to take a STEM course whether they avail of a scholarship elsewhere or not.

pisay still hasn't changed its tune.
i suppose, it's chained to its job description.
but they did bend a bit. they now allow INTARMED medicine immediately after HS.
many years ago, pshs graduates who wanted to go to medicine, did it on the sly, or so they thought.

    for the arts,
    well,
    there's PHSA in mt. makiling...

Ang notorious sa amin sa North nung HS senior year was the CHED scholarship. Only 1 or 2 were accepted (compared to 10++ kami sa DOST) and rumors were they were connected with the higher-ups.

For scholarship recommendations, SM foundation seems to be generous with such. My brother was a scholar. They were not too strict with grades (we'll at least compared to DOST and my company's). May decent looking watch giveaway pa sila after graduation haha

i wouldn't call "subjective", the high school transcript of records.
that's the student's 3+ years' diligency and gifting evaluation, right there...
    my opinion.

Pisay is a bit more lenient though in that you can shift-out of a STEM course. Example of an alumnus is the writer Jessica Zafra. I remember a few years back when PSHS and DOST threatened to call on the debts of its alumni who were not in STEM-related fields. Hindi naman tinuloy. In contrast DOST scholarships are very strict. I have this old friend who retired years ago and yet his name keeps popping up on the BI no-fly blacklist at NAIA despite having already served as a USEC of DOST.

pshs has a list of "approved" college courses, from which their graduate must enrol in.
i do not know if they strictly enforce the "enrol here or else refund" threat...
    heh heh.

they do have an extremely lackadaisical follow-up-and-update policy...

haven't tried going out of the country yet but my co-scholars seemed to have no difficulty getting in-and-out despite not yet completing the 5-year window. Maybe they eased restriction nowadays?

You just have to “start” college with a STEM course. If you shift out wala na sila pake.

And medyo maluwag sila sa allowed courses. I graduated Management Engineering which isn’t a STEM course but allowed talaga siya sa Pisay list kasi math-heavy. But I have Pisay batchmates who got kicked out of ME and graduated Management lang, but hindi naman sila hinabol ng Pisay.

Same with UP. I have friends na nagshift from Engg to BAA/BA.

Dapat until graduation talaga. But they never check naman na. Dami nga rin nagaabroad and hindi naman nahahabol or nasisingil if hindi STEM course.

Hindi guarantee na Pisay grad ka, you can get a DOST scholarship. You have to be among the best in their exam. Dami ko classmates who also took the exam but only a few of us got it. Back then, Not only for Pisay Mindanao, but also for Pisay Diliman. Most of the folks I knew who passed I have gotten to know before in previous national scholastic events - National Science Quiz Bee and Philippine Math Olympiad.

Yung mga top grads namin sa high school are good or better for all subjects. For the DOST exam, those with higher aptitude in the Sciences and Math usually can make it.

Yes, it is true that PSHS only looks at the courses you choose upon entering the University but not the course you finished. I have a lot of friends who opted out of the STEM program.

I did opt out of my DOST scholarship as I had to drop out of school (due to family issues). When I went back to continue my studies, I did not go back to UP Diliman. I just stayed in Davao to finish my engineering bachelors. I went to work in Makati a month after I graduated and stayed in Metro Manila ever since year 2000.

iniisip ko will it still matter to gen Z what school they graduate from

i mean in terms of "success" --> $$$

madiskarte ang gen z... sisiw sa kanila kumita ng pera sa internet

many in this generation won't be working in an office 5 days a week

they want freedom... ayaw nila nakatali... they wanna be in control of their time... ayaw nila ng amo

Does school really matter?
