I don't think your car will hit 170kph. Maximum engine rpm and vehicle speed is dependent on injection pump calibration. The pump automatically reduces fuelling at a specified rpm to protect the engine from exceeding its design rpm. This is called governor cut-off.

K&N filter will not help when the injection pump is at governor cut-off because fuelling is purposely being reduced.
