Existing Speed Traps/Cameras as of 21Aug2019
GATSO cameras
[like the kind you see in Europe, Gulf States, Hong Kong,] These are mounted on masts, look like giant traffic lights - they can cover all lanes, can distinguish between speeding buses [over 80km/h] or cars/SUVs [over 100km/h]. The Radar turns on at a certain distance and this readies the camera. GATSO can outwit certain radar detectors - and when the detector alarms you have little time and space so you would have to brake hard to legal speed. When you are caught, there is a flash but not a blinding one. GATSO’s can shoot you as you approach or as you depart [rear plate number for Motorcycles] but so far, they shoot on approach. These are permanent and work 24/7. The images they shoot are sent to a data base which can be shared with patrol officers who lurk in toll plazas to flag down the offending driver, issue a Temp operator permit and confiscate the license - for redemption at LTO Main.
NLEx North Bound
1. On the shoulder, between Balagtas and Sta. Rita exits, beside a squat blue bunker with the NLEx emergency numbers emblazoned in yellow. Your marker is the Shell of Asia on the SB carriageway. Once you see that, look to the right for the bunker, slow down and you will see the GATSO on a mast
2. Just before another blue bunker on the shoulder, in between San Simon and San Fernando exit. Your marker - from a great distance is - if you already see the Mega Caltex - on the SB carriageway, slow down and you will see the GATSO behind a guard rail just before the blue bunker
3. After the San Fernando exit, count to the 2nd Blue Bunker on the right shoulder. That has another mast mounted GATSO
4. There is a 4th one - but this is located on the Spur Expressway that leads to the old toll plaza now called the Tabang exit. Also on the right shoulder.
NLEx South Bound
1. Between Pulilan and Sta. Rita, your market is Petron 42km on the North Bound lane. When you see Petron slow down and look for one of those old fashioned US Interstate dot matrix overhead signs. When you see that, the GATSO is installed just before it.
2. Between Sta. Rita and off ramp to Shell of Asia - it is on the shoulder just before the exit ramp to Shell of Asia
3. Between the Tabang spur and Petron Bocaue - GATSO is located on the blue bunker on the right shoulder.
4. Between Marilao and Meycauayan - just past an overpass, beside another blue bunker.
Future installations: to enforce the September 2019 80km/h speed limit on the Candaba Viaduct - 2 GATSO’s will be installed. Location to be determined. In the meantime, NLEx patrol will use their portable tripod mounted LIDAR cameras - usually inside unmarked vehicles parked on the laybys or median - silver Crosswind, white HiAce commuter, white gen 1 Innova or Isuzu Ivan.
These mobile LIDAR vans operate during daylight hours from 800AM to 400PM and are usually positioned on the grass shoulder between Shell of Asia and Mega Petron Bocaue south bound. Sometimes, they are positioned on the opposite lane aiming at traffic on the other side. They used to deploy patrol men using the device hand held but inaccuracies made them stop using this method.
SCTEx - SCTEx uses mobile/portable LIDAR mounted in unmarked vehicles parked on the shoulder. Since the arresting posse is usually stationed at the main plazas, the LIDAR van is positioned not far from the end toll plaza.
For Tipo bound watch out for the LIDAR van on the shoulder midway after you pass Dinalupihan. For Tarlac bound, the LIDAR van can be situated on the exit ramp to Concepcion, or under the overpass. Sometimes, further north at San Miguel/Luisita exit.
Tarlac and Tipo also serves as the “catch” toll plaza for North Bound NLEx motorists who were caught speeding by the cameras. Like all mobile LIDAR teams, they pack up by 400PM. Sometimes during re-entry weekends after a long weekend - Holy Week, May 01, Nov 01, New year etc. the LIDAR teams use night mode and concentrate on Manila bound traffic during the wee hours. In night mode, their LIDAR cameras shoot at the rear to avoid the flash distracting the driver. The catch basin is usually the giant toll plaza at Bocaue.
TPLEx is run by San Miguel Infra - their LIDAR teams on occasion use patrolmen hiding behind flyover columns or behind a the shoulder guard rail with their service vehicle parked somewhere not easily detected. They lurk just before Urdaneta and have officers to arrest speeders at Urdaneta, Binalonan and Pozzorubio exits. I am not aware of their speed traps operating for the South Bound stretch.
Over the South -
STAR uses LIDAR teams - their tactics are similar to TPLEx - going south, they are positioned on the shoulder between Ibaan and the terminal toll plaza. Going North, sometimes, they are positioned on the long downhill speed zone before Tanauan or between Tanauan and Sto. Tomas. Speeding violators are apprehended at the main toll plaza at Sto. Tomas or Batangas City.
At the
SLEx, MATES follows what STAR does - South bound - the LIDAR teams are in the vicinity of Eton City. Arresting posses are at the exits of Eton, 2 others and Calamba itself. At night, the tripod is located in the median and shoots at the rear plate number so as to avoid the flash blinding the driver. North bound - MATES only operates day light hours only - usually patrolmen hiding behind columns using hand held mode - Southwoods overpass and the next one going south.
Skyway elevated - only one GATSO so far - which is on the side parapet vicinity after Bicutan exit, south bound.
LIDAR on tripod, Skyway elevated - usually service pick up on the on ramp/entry lanes of Sucat and Bicutan - cameras aimed at main skyway elevated lanes - shooting at rear license plate numbers.
Speeding violators, North Bound are accosted at the runway toll plaza. Violators Southbound - Calamba and the exits between Eton city and Calamba.
NAIAx - one GATSO on the skyway bound carriageway on the parapet wall. Take note NAIAx speed limit is only 60km/h.
Cavite/Roxas blvd. NAIAx carriageway - hand held speed gun on the yellow outpost cantilevered on the parapet wall.
Violators are accosted in a section boxed in by orange cones approaching the interchange to Terminal 1 and 2. The other venue for arrests is the toll plaza nearest Terminal 3.
Pending GATSO installations at Skyway and SLEx
- 1 unit at grade Skyway between Bicutan and Sucat - direction still to be decided
- 1 unit near Eton to replace the LIDAR used at night
Pending GATSO installation at CAVITEx
- 1 unit on the shoulder for Manila bound between Kawit and Zapote
Pending GATSO installation at NLEx
- 2 units - 1 per direction - Canada Viaduct - likely locations are any of the 2 lay by per direction.
