Even if he did commit any violation, it was committed before the law was enacted. ex-post facto law. You don't have to be a law student to know that.

If he does go to the NBI main office, wouldn't that be a violation of quarantine as well?

Yup but not all. Yung DSWD is thru LGU. Yun ata tinutukoy niyang post since that is mas widespread coverage compared sa DOLE.

Yung sa DOLE kaya mabilis release was because nga the legwork was with the private companies. Kaya it makes sense na yung sa formal workers should also be thru the private companies imho as suggested.

Yung workers na wala employers at unemployed ang problem if the Brgy officials will not be augmented. Pamimigay nga lang ng food packs ang tagal na, yan pa kaya na may paperwork.
