We have all the rights to ban entry on any foreign nationals. Anong legal implication sinasabi niya.

Our President has no legal authority to ban travel in any province of China, the Philippines being one of those provinces. Only Master Xi can give that order. He will just execute it when Master Xi orders it.

2. probable infected not yet showing symptoms

3. those infected with symptoms don't feel bad enough to go to hospital (stay home, bioflu, tulog)

I think they intentionally withheld what went on in Wuhan hoping they can control the spread before CNY. Unfortunately, they had to disclose it at the last minute before people start going home for the holidays.
