its usual opening is very slim and small, the HCW would surely notice that the plunger is still full and would need to be pushed to properly disposed off in the hazardous trash can.

Since IATF is a creation of law via the Bayanihan as One Act, the executive which is where Gwen Garcia belongs has to follow the full implementation of the IATF ruling unless a compromise or special arrangement is granted.

Pero the OP will be the one that should tell Gov. Garcia that as they exercise supervision over local executives via the DILG.

yun nga. how do the DOH know kaya na hindi water?
From what i know, for Sinovac, the manufacturer releases a certification on the batch being delivered.
That was the reason daw why they don't immediately distribute the vaccine once it arrive because they are waiting for the certification from the manufacturer before they can distribute it.
My guess is the certification is the test to identify that the specific batch is safe and does contain the vaccine.
