Yes, i think they used allocation from the Manila LGU.
AFAIK wala allocation ang OVP and i don't think they will smuggle in vaccine for their own purpose.
Either it was done as a campaign promotion or to increase the Manila LGU's vaccine numbers, The end result is a positive one since it edges us closer to Herd Immunity.

Vice President Leni Robredo on Wednesday said her Office is “very much willing” to expand its Vaccine Express program to Iloilo City and other areas outside Manila to help address the surge of COVID-19 cases.
Robredo made the remark in response to the appeal of Deputy Speaker Rufus Rodriguez to bring the drive-through vaccination sites for economic frontliners where COVID-19 cases are rising, instead of the city of Manila, "which has already given so much vaccines to its residents."
“The vice president should include cities in Mindanao and Visayas such as Cagayan de Oro and Iloilo where COVID-19 cases are increasing,” the deputy speaker cited the latest OCTA assessment that “shows the severity of the pandemic in areas outside imperial Metro Manila, which has been receiving much of the attention of the national government and the bulk of COVID-19 vaccines.”
“Will ask our team to coordinate with yours,” Robredo said as an answer to the tweet by DzBB Super Radyo.
Rodriguez is also Cagayan de Oro’s House Representative. He appealed a day after Robredo launched her latest pandemic response intervention in partnership with the city government of Manila.
Robredo on Wednesday said the two-day Vaccine Express has inoculated at least 4,000 people tricycle, pedicab, and delivery service drivers.
The OVP partnered with the private sector and the Manila City government to make vaccination accessible for economic frontliners who belong to the A4 priority group.
