Ayaw pumayag ng mga Western Vaccine manufacturers to deal with private entities unless the government is involved. That is why yung mga vaccine procured by Joey concepcion ay kasama din yung government sa deal. Same with the deal of Razon, tripartite deal gusto dapat kasama gov't.

Not sure when it comes to the china made vaccine thou. Baka mas open mga china made vaccine to selling to private entities without gov't getting involved.

these covid vaccines are rushed products. they probably have hidden bugs that have not yet been addressed.
they probably need government assurances, that they may not be sued, should the unthinkable occur.
