    Japan on Friday announced it is pouring a massive $2.4 billion into a new railway in the Philippines aimed at easing Manila's notorious gridlock.

    Japan, Philippines' top trading partner and source of aid, said the 38-kilometer (24-mile) elevated commuter line would connect Manila to nearby Bulacan province to decongest the capital and help spur economic activity.

    "This is one of the biggest projects Japan has ever embarked upon using the yen loan," Masato Ohtaka, deputy press secretary for Japan's foreign ministry, told reporters in Manila.

    "Railways are one of our fortes ... We sympathise with the Filipinos that this is a project that needs to be done very, very quickly."

    Ohtaka said Japan was also open to building a railway in the southern region of Mindanao, a project Philippine President Rodrigo Duterte had previously said China offered to fund.

    The Philippines has sought to strengthen ties with former World War II foe Japan as it faces a tense maritime dispute with Beijing over the South China Sea.

    The railway was among the topics visiting Japanese Foreign Minister Fumio Kishida discussed with Duterte on Thursday in the southern city of Davao.

    Duterte, who assumed office on June 30, has said reducing traffic congestion and fixing the deteriorating transport system are priorities for his administration.

    Manila's traffic problems cost the Philippines an estimated $64 million a day in 2015, a Japanese-funded study found.

    In Manila, railway commuters endure long lines and overcrowding is common in trains that sometimes stop between stations or even overshoot their tracks.

    Duterte has even declined invitations for engagements in Manila, saying he wants to avoid worsening the congestion.

    The Japanese loan is for the Philippine transportation department, payable over 40 years, though Ohtaka did not give a timeline for the project.

    Japan is also donating coast guard vessels and leasing aircraft to boost the Philippines' weak military and maritime capabilities.

    Japan faces a separate dispute with China over uninhabited islets in the East China Sea.

    Philippine foreign secretary Perfecto Yasay said Thursday Manila and Tokyo shared the same experience of dealing with Beijing's "intimidation" at sea.

    Yasay and Kishida urged Beijing to observe the rule of law after an international tribunal rejected its claims to most of the South China Sea.

    Following the mandate of President Rodrigo Duterte, Department of Public Works and Highways (DPWH) Secretary Mark Villar has rolled out 24/7 construction of key projects in urban centers nationwide.

    In Metro Manila, DPWH said 4 projects are now on 24/7 – the Mandaluyong Main Drainage Project, the road widening and drainage improvement in Quezon Avenue eastbound and in Mother Ignacia, as well as the drainage improvement along EDSA from White Plains in Quezon City to Main Avenue.

    MANILA, Philippines -- The mayors of Metro Manila have agreed to relocate the provincial bus terminals now in Pasay City and in Cubao in Quezon City to other areas in the outskirts of the metro to lessen traffic congestion particularly on EDSA.

    The mayors met as members of the Metro Manila Council, the policy-making body of the Metropolitan Manila Development Authority.

    MMDA Chairman Emerson Carlos said it would be for the local governments of Pasay City and Quezon City to decide when the relocation would happen. Carlos said he hopes the relocation would happen before Congress grants the president emergency powers to solve the ever-worsening traffic crisis of the Metro.

    “They have approved the removal of the bus terminals in EDSA. It is now up to them (mayors) to prepare for the eventual removal,” said Carlos.

    Carlos said Quezon City Mayor Herbert Bautista and Pasay City Mayor Antonio Calixto have approved the resolution to relocate the provincial bus terminals.

    “Although the relocation will not be done immediately, we told them (mayors) to prepare especially with the impending granting of emergency powers on the president as the permits (for the operation of the bus terminals) are being issued by the mayors,” Carlos said.

    Dapat lahat ng road projects ang 24/7 na yan para matapos agad. at yung quality at standard ng dpwh projects ay busisiin din! Kasi yung ilang concrete roads dito sa amin ay nasisira na kahit wala pang 6 months old!

    Common railway station row resolved
    Location between SM North Edsa and Ayala’s Trinoma


    protracted common railway station row that erupted between a big mall developer and the transportation department under President Aquino has finally been resolved, a senior government official said Friday.

    “I think by the end of this month, we will sign a memorandum of agreement,” Transportation Secretary Arthur Tugade said during a business forum organized by Colliers International.

    The issue, which grew complex because of the number of private sector interests involved, centered on where a train station that will link the busy Metro Rail Transit Line 3 and the Light Rail Transit Line 1 in Quezon City would be located. LRT-1 and MRT-3 serve close to a million passengers a day.

    Tugade did not specify the station’s exact location, but said it would be “in between” the SM North Edsa and Trinoma shopping malls operated by SM Prime Holdings Inc. and Ayala Land Inc., respectively.

    Apart from both developers, also affected by the issue were Light Rail Manila Corp., a venture between Ayala and Manuel V. Pangilinan’s group that operates LRT-1, and San Miguel Corp., which is building the MRT-7 linking Quezon City to Bulacan that would eventually connect to the common station.

    “It will be in the middle so passengers would not have to walk far,” Tugade added.

    Pressed for more details, Tugade said he could not say more since an agreement was not yet signed. The transport chief added that he was wary about certain “relationship provisions” between the signing parties. Company officials did not immediately respond to requests for comment Friday.

    The row stemmed from a 2014 decision of the transportation department, then headed by Secretary Joseph Abaya, to move the station’s location from the SM City North Edsa Annex to an area near Trinoma. Abaya argued this was cheaper to build by about P1 billion.

    The station was originally meant to be located near SM’s property, based on an agreement SM Prime had with the Light Rail Transit Authority in 2009, or during the term of President Arroyo. SM Prime promptly sued the department in 2014 for breach of contract, while scoring the government for its unilateral decision.

    Meanwhile, the construction of the new station could not proceed since the Supreme Court ordered a temporary restraining order on its transfer.

    Compromise talks were initiated by Abaya, but a resolution was never reached until President Aquino stepped down last June. At one point, Abaya had suggested building two common stations—one each to be located near SM North Edsa and Trinoma—to urge SM to withdraw its lawsuit.

    The two-station plan was eventually abandoned as private sector stakeholders said it would inconvenience commuters.

    Bakit ba ganun? They're rich na naman with all the prime locations they have almost everywhere na and yet they still do this.

    Yun NaIa nagkahahati-hati dahil din dyan sa greed na yan.


    A warning to the rich and bottomless greedm babawian kayo niyan in terms of health later in life. But of course, you can hire the best health care or doctor services. Pero para sa kin once you become dependent on that, parang wala na din sense mabuhay

    Maybe, du30 and the Filipino people should give a close eye to these people. The past admin reports growth snd yet the filipino people cant even benefit from it
