Partly true. Think of corruption as a added service people pay for.
Since everyone is corrupt i would rather have a corrupt govt but efficient service than one that try to presents itself as not corrupt yet the service is always delayed plus trying to raid the funds while they are at it.

I have the same thinking. Wag lang garapal and as long as I see tax money put to good use, I'm not complaining
