i guess, a good combination would be the love of country and the best of intentions + good people skills.

without people skills,
it essentially boils down to a one-man show,
which is un-acceptably ineffective, if one intends to run a country.

having the correct nuclear DNA is fine.
but it would be useless if there were no effective mRNA and the rest of the cellular manufactory, to transform the ideas into real products.
