    MANILA, Philippines - The government announced it will release P3 billion in order to bankroll the construction of San Miguel Corp., (SMC) and DMCI Inc.’s P19 billion Tarlac Pangasinan La Union Expressway project.

    With the P3 billion government contribution and the P1.5 billion equity from the private sector developer, the consortium now has P4.5 billion which is enough to start the 88.5-kilometer Tarlac-Pangasinan-La Union Expressway. The road is a four-lane highway that will cut travel time from Manila to Baguio by half.

    In an interview over the weekend, Trade Secretary Peter B. Favila said that he has spoken with SMC Corp. president Ramon Ang who asked him to first bridge the government subsidy so that they can start the construction of the expressway as soon as possible.

    The government has committed to provide a P3 billion subsidy for the expressway. However, Favila explained that the Department of Budget and Management will not be able to immediately release the money because DBM needs a lot of paper work.

    In order to immediately start the construction, Favila, who is also the head of the National Development Corp. (NDC), said that NDC agreed to first bridge the government subsidy.

    Favila explained that the NDC will get the money from the P50 billion infrastructure bonds. He said that they will initially sell P3 billion worth of bonds in order to finance the road project. Favila said that the Development Bank of the Philippines (DBP) and the Social Security System (SSS) has already agreed to subscribe to the issue.

    Favila said that they will make the P3 billion bond issue a priority in order to immediately release the fund to the consortium.

    Favila noted that the consortium is ready to start construction for the first nine to 10 kilometers of the expressway. The construction will start where the Subic Clark Tarlac Expressway (SCTEX) ended.

    Favila said that the first part of the construction will be until Tirona. He said that the group has already cleared all the right of way issues until Tirona. The rest of the area is still plagued with right of way concerns, Favila said.

    The construction of the Tarlac Pangasinan La Union Expressway is being undertaken by the Private Infrastructure Development Corp. (PIDC). SMC, through Rapid Thoroughfares Inc., owns 35 percent of PIDC, making it the biggest shareholder in the company. DMCI, on the other hand, has a 32 percent stake. The two own majority or 67 percent of PIDC.

    Aside from the P3 billion government subsidy, the money will come from owner’s equity and bank loans. The owner’s equity is estimated to be at P6.5 billion.

    The road is expected to be completed by 2013.

    anyhow...I would be expecting a lot of delays for this project...as usual..

    not to mention the upcoming election results that could highly influence the building of this road project....

    Esperon: TPLEx to provide seamless high speed travel from Balintawak to La Union

    ROSALES, Pangasinan, March 2 (PNA) - The Tarlac-Pangasinan-La Union Expressway (TPLEx), whose construction already started on Monday, will assure "seamless high speed land travel" from Batangas to La Union.

    This was assured by Presidential Management Staff Secretary Hermogenes Esperon Jr. in a talk to newsmen while awaiting President Gloria Macapagal Arroyo at Barangay Tumana, Rosales on Monday when she visited the project site.

    He said from Batangas, motorists will pass through South Expressway, then the newly-built C-5 and then to North Expressway and eventually to TPLEx whose construction just started on March 1 in the Pangasinan.

    Already enjoying seamless travel are motorists going to Subic from the Port of Batangas with the now operational Subic-Clark-Tarlac Expressway.

    Esperon said aside from these, there are several more projects coming up. These are Makati-Manila-Infanta; the Tarlac-Baler-Dingalan as well as Nueva-Ecija Casiguran Road.

    He said when the Tarlac to Pangasinan segment of TPLex is completed, the travel time from Balintawak to Pangasinan will only be one hour and forty minutes, plus another 30 minutes to Rosario, La Union and another 30 minutes to Baguio.

    This means, he said, that when going up to Baguio from Balintawak, a motorist would travel for just three hours, compared to five and one half hours at present.

    At the same time, Esperon announced that the start of work on TPLEx in the Pangasinan side was made possible by the accelerated pace of work in land acquisition undertaken by the Department of Public Works and Highways.

    He said the DPWH, in coordination with Sixth District Rep. Conrado Estrella III and Mayor Ricardo Revita, put up a one-stop-shop in Rosales to fast-track the acquisition of the needed right-of-way for TPLEx through expropriation proceedings.

    Property owners readily agreed to sell their land as the buying price of from P80 to P100 per square meter for farm lots was found by them to be satisfactory, he said.

    Esperon said the fast phase of acquisition on the Pangasinan side was the reason civil works had already been started first targeting the segment from Rosales to Moncada, covering a distance of 18 kilometers.

    He said there is big possibility that civil work in the Tarlac side is starting within this month of March, ensuring work in two fronts in the Tarlac-Pangasinan side of the new highway.

    Esperon said that TPLEx is a two-year project to be undertaken under the build-operate-transfer scheme by a consortium of several companies and to be completed when a new President shall have already assumed.

    He said, however, that Mrs. Arroyo is glad that this mega project was planned and started under her administration.

    While in Pangasinan last Monday, President Arroyo thanked a consortium of several companies led by San Miguel Corporation for making TPLEx possible under the BOT scheme.

    The new road, she said, will become the gateway between Northern Luzon Growth Quadrangle and the Urban Luzon Beltway which includes Metro Manila in the next two years.

    More than that, it will place the town of Rosales in a very strategic position, giving rise to its possibility of becoming the next city of Pangasinan.

    While here, Mrs. Arroyo revealed a project in the pipeline proposed by San Miguel Corporation, which is the La Union-Laoag Expressway and a possible expressway from Commonwealth Avenue in Quezon City to Nueva Ecija and then to Cagayan. (PNA)

    Given factor na talaga sa bawat project, there is improper liquidation. Let us just monitor how well the project will be delivered for public use in 18-24 months time..

    they did say it's gonna take 1.5 year (I guess from April 1 2010) to finish. My own speculation on how some parts of it would look like based on the construction activities I noticed in some places.

    it is. these are just the construction sites I spied before learning that DPWH has posted their proposed site plan in their website. The ones I spied were under the "2008-2010 segment", the "beyond 2010" segment can be seen in the DPWH site.

    I've just discovered (using Google Earth) a lot of pictures on the construction sites all along the expressway, you can even imagine the road itself snaking through the farmlands based on the icons of the photos submitted to panoramio.

    Sana matapos na, para mas mabilis ang biyahe. :D

    CAMP OLIVAS, Pampanga ,Philippines – At least 30 suspected New People’s Army (NPA) rebels raided a construction site along the Tarlac-Pangasinan-La-Union-Expressway in Tarlac City on Sunday and torched several heavy equipment, police said.

    Senior Superintendent Alfredo Corpus, Tarlac police director, said the armed men, wearing fatigue uniforms, swooped down on the site of RD Policarpio Construction located in Barangay San Manuel, Tarlac City and burned three backhoes, a crane and a grader.
