    I'm sure the politicians/landowners of towns that will be by passed by the proposed expressway extension will do everything they can to stop or delay the project unless they get to buy the soon to be valuable properties along the future highway.

    Just look at the stretch of MacArthur Highway from Capas to Luisita in Tarlac. This was constructed 30yrs ago courtesy of the Japanese Gov't. It is still very smooth with only a very few portions repaved. All kinds of cargo trucks passes through this stretch.
    Not just cargo trucks. but also the typically overloaded cane trucks during milling season.

    ABOUT 400 families will be affected by initial works at the North Luzon Expressway’s extension, while the business sector is still on a wait-and-see mode on opportunities from the new project.

    Andy de la Cruz, section head of the Department of Public Works and Highways’ (DPWH) infrastructure right-of-way and resettlement project management office, told BusinessWorld the Tarlac-Pangasinan-La Union Toll Expressway is still in its initial stage in Tarlac province "so we are not really sure exactly how many will be affected."

    He said most of the affected areas are agricultural rather than residential.

    The expressway will be 88.58 kilometers long and is expected to be partially opened in 2010. It will stretch from Tarlac City, Tarlac to Rosario, La Union.

    San Miguel eyes up to 51% stake in Tarlac-La Union expressway

    Diversified conglomerate San Miguel Corp. (SMC) is eyeing a majority stake of up to 51 percent in the P15.2-billion Tarlac-La Union Expressway (TLUTE), according to the company which leads the consortium of contractors undertaking the project.

    Isidro Consunji, president of DMCI Holdings Inc., said SMC has expressed its interest to acquire 49 percent of TLUTE, with an option to increase the stake to 51 percent.

    He added the beer-based firm is now conducting due diligence on the potential acquisition.

    DMCI leads the consortium of private contractors participating in the TLUTE project, including First Balfour Inc., DM Wenceslao and Associates Inc., CM Pancho Construction Inc., RD Policaprio and Co. Inc., JV Angeles Construction Corp., JE Manalo and Co. Inc., New Kanlaon Construction Inc., EEI Corp., and Rockford Development Corp.

    Consunji said the potential entry of SMC in TLUTE will give a financial boost to the project.

    "We were looking for additional equity and coincidentally, they (SMC) were looking for investments," he said.

    Since 2008, SMC has been in a buying binge that added power retailer Manila Electric Co., telecommunications firm Liberty Telecoms, and oil refiner Petron Corp. in its portfolio. It said it was also eyeing mining and infrastructure projects.

    The TLUTE project, to be undertaken via the build-transfer-operate scheme with the Philippine government, involves the construction in two phases of the 88.5-kilometer, four-lane expressway from La Paz, Tarlac to Rosario, La Union.

    The project will provide massive farm-to-market roads, lower vehicle operating costs and cut by half the travel time from Manila to Baguio City, a prime tourist destination in the country.

    Construction started last September and will be completed by 2010. Full tollway operations is expected by 2013.

    Sana lang from the start ay 4 lanes na agad ang gawin nila. Ang initial plan kasi is to build 2 lanes (two-way traffic) then build additional lanes when the traffic volume reaches a certain number. For sure naman maraming dadaan diyan.

    Wala ba tayo latest news sir, regarding dito sa project na ito Sana on time yung target nila na matapos para maranasan naman natin makarating ng baguio coming from Manila na di gaano pagod sa byahe.

    in the newspaper today, SMC has invested in the group undertaking this project. i guess the completion dates will push thru..

    [SIZE=1]The Governor even mentioned that this Expressway project will reduce travel time for travelers coming to and from La Union and those bound for Ilocos Norte and Ilocos Sur. [/SIZE]
    [SIZE=1]TPLEX is a build-operate-transfer (BOT) project awarded thru bidding to the Private Infrastructure Development Corporation (PIDC), a consortium led by San Miguel Corp. and DMCI Holdings, Construction. [/SIZE]
    [SIZE=1]Undersecretary Momo, in a briefer with the President, informed that TPLEX is an 88.15 kilometer, four-lane travel way whereby design, financing, construction, operation and maintenance will be handled by the private proponents. [/SIZE]
    [SIZE=1]Phase 1 or the initial construction of two-lanes will start on the second week of February and is expected to be completed in two years, and Phase 2 or the expansion into 4 lanes is expected to be completed in five years after Rosario area?s problem on right-of-way (ROW) will be resolved.     Tarlac to la union? malayo yun ah! mukhang mali yung kwenta na 174M/km.
    3Billion/174M e 17kms lang?
    I'd think close to 100kms ang expressway na ito from tarlac to la union. meron na bang details ng route?
