Though for the DOTr / LTO itself to make the plates themselves, knowing the track record of the government...:/

The Land Transportation Office (LTO) on Thursday said that starting this April, it could now produce up to 300,000 license plates every month with its acquisition of seven embossing machines to address the backlog of vehicle license plates.
"Dito sa simula, meron tayong seven embossing machines at sa pangkalahatan, makakapag-produce ng around 11,400 na [plates]. Sa bawat buwan na nagtatrabaho 'yung pitong makina, makakabuo tayo ng mga 297,000," LTO chief Assistant Secretary Edgar Galvante said in an Unang Balita interview.
"Kaya 'yung kabuuan ng backlog for 2016, July 1 up to the present, matatapos 'to around 10 to 12 months," he added.
The LTO said it is planning to buy the embossing machines after the end of the contract of its supplier.
'Yung una, may budget 'yan na almost a billion at may nanalong supplier. But at the end of the contract, bibilhin namin 'yung makina and then on, LTO na ang magmamanufacture using our personnel," he said.
Galvante said that after the production, the plates will be delivered to the LTO offices around the country, to be distributed to its owners.
"Pagka-produce ng plaka, ipapadala 'yan sa region kung saan nakarehistro 'yung mga nasa listahan namin at mula sa region, idi-distribute 'yan. Ipapaalam 'yan sa mga may hawak ng numero para sila'y makapunta," the LTO chief said.
Galvante reiterated that the new license plates will have added features, including a radio-frequency identification (RFID) sticker embedded to it. (note: yung barcode sticker sa plaka ni abaya noon "display" lang pala)
He said the agency has almost addressed the backlog of license plates.
"Actually halos wala na tayong backlog sa lisensya eh, maliban du'n sa may problema sa internet connection, lahat makakapag-issue na ng five-year license card at nagpapatuloy na ito," Galvante said.
He said LTO offices will be open as well on Saturdays for those who want to renew their driver's license. — Jamil Santos/MDM, GMA News

DOTr intends to resolve car plate backlog by September

The Department of Transportation (DOTr) intends to resolve the backlog in motor vehicle license plates by September this year, as a new license plate facility was inaugurated on Tuesday.
The plate-making facility will be able to produce up to 22,000 car plates per day, Transportation Secretary Arthur Tugade said an interview with reporters.
The DOTr said the number of license plates that can be made by the new factory could ease the backlog by August or September.
“Siguro, aabot mga August o September their release on a volume of 500,000,” Tugade said.
The Land Transportation Office (LTO) pegged the backlog in license plates of regular vehicles at 3.8 million from July 2016 to March 2018.
For motorcycles the backlog is 5.2 million.
On Tuesday, the LTO unveiled seven “calibrated” and “fully operational” manual embossing machines at the facility within the LTO Main Office compound in Quezon City.
“‘Yung rate of production niyan is 1,600 per day, each individual embossing machine. And pito ‘yon. Sa estimate namin at two shifts per day, so siguro ‘yung 22,400 kayang i-produce ‘yon,” LTO Assistant Secretary Edgar Galvante said.
“And for a 22-day working operation per month, siguro kaya naming i-produce ‘yung mga 300,000 plates per month,” he said.
The LTO expects another automated embossing machine to be installed and fully operational in July or August, which should further speed up the process.
“So that engagement in the production, “yung production capacity, ‘yung doubled, mas masosolutionan natin ‘yung backlog. And probably mga October kaya nating ‘yung pinangako ni Presidente na pag-labas ng sasakyan sa kasa, meron nang naka-kabit na plaka,” Galvante said.
The new license plates come with “enhanced security features” such as the region-specific first letter in the plate number and a new font.

Sana okay yung quality nitong mga new plates.
Baka naman katulad nung 1st generation Rizal-type Matatag na Republika na matatag din agad kumupas ang kulay after 2-3 years.
O yung mga Abaya-era plates na na bengkong after dumaan sa tubig baha.

hirap kasi sa government gusto laging naka "kontrata" at ayaw gumawa or magtayo ng sariling facilities..
gusto lagi yung may makukuhang kick back eh.. gaya nyan LTO na core business nyan ay plaka at lisensya.. dapat sarili nila yung facility.. parang bangko sentral ng pilipinas na may sariling planta sa paggawa ng pera.
