Bottomline, maybe it is also true that LTO had problems with their registration process and availability of plates, and it made us think that LTO is the only at fault. It seems, even the dealer/plant is at fault in delaying the registration. As evident with your case (liv), you got the unit last May 12, but it was only registered May 23. So, maybe part of the delay is the pending "stock report".
