normally, test kits are initially validated by the appropriate govt office, before they are approved for local use.
but because of covid, some governments may have "modified" their regulations, so's the still-to-be-validated kits may be used in response to the emergency.

Also due to financial necessity, combination of the chinese government being lax on protocol regarding product certification and incapacity to check all of the "new" producers created this problem of defective products.

Don't really know the accuracy of their data (or even the source of the raw data), but just looking at the graphs, with the Manila and QC cases still rising, can a selective easing of restrictions within NCR be possible? Other cities stay ECQ, while others will do GCQ

why cant each LGU setup a testing center that can test 10k-20k maybe per day para hinde lahat nasa DOH ang burden, lets admit it hinde kaya ng DOH mag isa, lagyan mo pa ng laging MIA na secretary, mas inuuna pa mag visit sa mga testing center na wala naman siyang ambag, as if siya ang mag certify kung pasada na yun testing center or not.

testing 10,000 tests a day is not easy.
it is beyond the capacity of many bigger hospitals.
but if you mean, a combined capacity of 10,000 tests a day by multiple laboratories in the country, that's possible.
all it needs is money and political will.

setting up such laboratory is not cheap.
the pcr equipment alone, already costs millions.
then the building... the reagents... the trained personnel...
and the budget to keep it running smoothly!

but with the proper support, puede!
lookit marikina. their new facility can do 500 tests daily, daw.

btw,
the traditional method of pcr for covid testing, is a labor-intensive procedure.
it needs lots of hands for lots of steps.
it is not likened to a machine, where one puts the tray of two dozen samples onto platform A, press a button, have a cup of coffee for a few minutes, waiting for the printed report on the two dozen patients to roll out on platform B at the other side of the machine.

Wala sa lista ang hardware stores na puede mag bukas sa ECQ.

Nasa lista ang delivery services. And allowed ang delivery services ng hardware.

Paano mag deliver ng hardware supplies kung sirado ang hardware stores.

At kung magbukas ito, eh di payagan na ang mga taong pumasok tulad ng mga grocery.

the newer methods (abbott?) claim they can do it much faster and easier. US FDA has allowed for its use under the emergency use authorization. i do not know if a local lab uses it.

The abbot machine is of limited supply that iirc it will be available in the US alone for quite some time.

Here are the differences in protocols in these classifications:

Enhanced Community Quarantine – This is hoisted over areas deemed as “critical zone,” or those with more than 20 cases for every 100,000 population.

No movement regardless of age and health status
Minimal economic activity except for utility services (ie. food, power, water etc. and critical economic sector
No transportation activity except for utility services
No physical classes
Modified ECQ – Areas with cases from one to 19, per 100,000 population, deemed “containment zone” are placed under this classification.

Limited movement within zone for obtaining essential services and work
Operation of selected manufacturing and processing plants up to maximum of 50% workforce. Roque said they will finalize these industries and may be announced later Tuesday or Wednesday.
Limited transporting services for essential goods and services
No physical classes at all levels
General Community Quarantine – This is for localities classified as “buffer zone,” or those “without cases but contiguous with localities with cases.”

Limited movement to services and work within Buffer Zone and Outside Buffer Zone
Operation of government offices and industries up to maximum of 75% workforce
Limited transporting services to support government and private operations
Flexible learning arrangements but no face-to-face learning is allowed
Modified GCQ – Areas deemed “outside buffer zone” without confirmed cases may be placed in this category.

Permissive socio-economic activities with minimum public health standard

Wala pa ring detailed IRR regarding these different classifications of quarantine ano? Ilang araw na kasi, supposedly Monday pa dapat ito. The nationla gov't can't expect a somehow smooth and efficient implementation if majority of the IRR would be left to the LGU's kasi.

I firmly belive that the national gov't must take the lead and just listen to the reco or exceptions which the LGU's would deem to be proper for their concerned territories.

there's no way a single LGU lab can process 10K tests per day

even nationwide with around 30 labs we're just approaching 10K per day

they can swab thousands of people per day but those swabs will have to wait to be processed kaya meron backlog
