Among petroleum products, only household LPG and kerosene are considered basic necessities.

Under the Price Act, certain goods are grouped into “basic necessities” and “prime commodities.”

They are grouped as such to protect consumers against hoarding, profiteering and cartels with respect to the supply, distribution, marketing and pricing of said goods, especially during periods of calamity or emergency.

Basic commodities are those that are vital to the needs of consumers for their sustenance and existence in times of calamity or emergency. Like for example, rice, corn, root crops, bread. dried or canned fish and other marine products. pork, beef and poultry meat, etc.

Prime commodities are goods not considered as basic necessities but are essential to consumers in times of calamity or emergency. Like flour. processed or canned pork, beef and poultry meat, garlic, vinegar, patis, soy sauce, toilet soap etc.

When calamity or emergency occur these goods maybe subject to price freeze, automatic price control, or mandated price ceiling.
