During a command conference in Zamboanga Saturday afternoon, Binay purportedly called Misuari on the phone to talk about ending the Zamboanga crisis. President Aquino, however, turned down Misuari’s condition.
A source told GMA News that the former MNLF chairman was asking for a “safe conduct pass” for the rebels before they release their hostages.
A statement from the Office of the Vice President later said that Binay was "sad" over the failed negotiation.
“The Vice President is sad that his efforts to secure the release of the hostages in Zamboanga City did [not] prosper," the statement read.
"Both the MNLF and the Philippine government wanted peace but they set terms that were not acceptable. The Vice President asks everyone to pray for the safety of the hostages and for peace in Zamboanga City," it added.
After the failed negotiation, the government is sticking to a “military action solution,” the report said.
Binay had announced on Friday night that Defense Secretary Gazmin and Misuari had already agreed to a ceasefire. However, the fighting continued.
For her part, Zamboanga City Mayor Beng Climaco said that they will not resolve the conflict using the “Cabatangan Solution,” where the rebels were allowed to leave the area after they were given a safe conduct pass. She noted that there have been too many lives sacrificed, a report on “Balitanghali” said.

Mayor Climaco is correct, too many lives and property wasted already. Too late for a cease fire, it's time to give the final blow irregardless of the hostage. The hostages are muslims as well thus they would not dare to really execute them. It's all bluff, time to wipe them out to the under the ground. Those who surrendered should be paraded and shot by firing squad. It's about time to show and bring on the message, terrorism will be dealt with terror as well. AFP should do the same way the Malaysian police & army swiped out the sultans invaders.
IMHO, there should be no ceasefire and these *#$&*^& MNLF should be chased all the way to wherever Misuari is hiding and eliminated, Misuari included

Cabinet officials said Binay’s intervention had no authorization from the President but the Vice President claimed on Sunday that he talked to Aquino on Wednesday and received permission to talk to Misuari.
Malacañang had no comment about Binay’s statement, made in a television interview Sunday.
Here's an idea: drop all captured MNLF bandits *and* their leaders right in the middle of the evacuation center, and let things take its course.
Here's what i don't understand: if there's a breakaway group in the MNLF, shouldn't the MNLF be cleaning up this mess, since this is an internal affair? What's the use of talking to them if they can't control their ranks? Let's say this mess gets fixed tomorrow, what's to prevent another disgruntled group from pulling this sort of crap again?
At the very least they should be helping out in the military operations, supplying intelligence, etc.
