I don't think US Navy ships ever sail to international waters without packing some load. A USN Carrier Strike Group packs more air and naval firepower than most other countries can muster and the US has 10 active carrier strike groups (three for each major ocean). The usual carrier strike group consists of a carrier, its active air wing, one guided missile cruiser (AEGIS), 2 guided missile destroyers (AEGIS), a submarine squadron, plus its logistics and supply ships.
