    not necessarily fixed emplacements. mobile SAMs have been a thing since vietnam war... (which is what contributed to numerous US aircraft casualties due to ambush spots)

    I think China is willing to tolerate heavy casualties so long as they achieve their objectives. It's one of the countries I can think of that rely on human wave attacks on the ground. I would think that philosophy extends to the air and sea as well.

    It would take a fleet of ships and aircraft to stop a determined Chinese invasion. That means a multinational effort.

    That's why I think China wants to isolate each country one by one and try to keep them from being united.

    Seems we are a long way from lasting peace; i'd hold off declaring this an achievement until then.

    The Department of Labor and Employment (DOLE) has taken the first step in its campaign to end the practice of contractualization, popularly referred to as “endo.”

    Department Order No. 162, series of 2016, issued by Labor Secretary Silvestre Bello and which took effect last Monday, directs DOLE regional offices to stop accepting applications from new third-party service providers.

    Only the 5,000 to 6,000 contractors and subcontractors already registered with DOLE will now be allowed to operate.

    “All certificates of registration of contractors/subcontractors issued prior to this Order shall be respected,” Bello said in the one-page order.

    But he warned registered labor contractors they could still lose their license if they are found violating government regulations.

    Labor Undersecretary Joel Maglunsod said the issuance of Order No. 162 is in compliance with President Rodrigo Duterte’s campaign promise of ending widespread contractual employment during his term.

    “If we will accept new applicants, it will contradict the marching orders of the President…now that we are confined with those existing (contractors), it will be easier for us in conducting the necessary assessment,” Maglunsod said in an interview.

    Emergency calls made through the 8888 and 911 hotlines starting August may likely not be charged, a government official said Thursday.

    NTC deputy commissioner Edgardo Cabarios said in an interview that telco providers were in talks with government agencies to revise long-running agreements that allowed them to impose tariffs on calls placed on government hotlines.

    The NTC was assisting the telcos and government agencies in drafting new agreements aimed at making the calls free, after Globe Telecom said it was ready to facilitate calls through the 911 emergency hotline and the 8888 complaint hotline beginning August as ordered by President Duterte.

    Globe said the customers would be charged P5 per call through the 911 hotline, which it said was suggested by the government to deter prank callers. It immediately drew flak from subscribers and pro-consumer activists, who branded the move as an example of corporate greed.

    It later said it was only implementing the same fee structure used under the previous 117 emergency hotline, and that it was just “strictly complying” with the state directive.

    Cabarios said there were existing agreements between the telcos and the Department of the Interior and Local Government for the 911 hotline and with the Civil Service Commission for the 8888.

    Drilon, JV file bill granting emergency powers to Duterte to solve traffic crisis

    MANILA – Senate President Pro-Tempore Franklin Drilon and Senator JV Ejercito on Wednesday filed separate bills granting emergency powers to President Rodrigo Duterte to solve the perennial traffic problem in Metro Manila and other urban areas.

    In his bill, Drilon urged Congress to strive for stronger safeguards that will prevent corruption and protect the government from entering into onerous and disadvantageous contracts at the expense of the Filipino people.

    Drilon’s bill, Senate Bill No. 11 or the Transportation Crisis Act of 2016, seeks to grant President Rodrigo Duterte emergency powers in dealing with the alarming transportation crisis within Metro Manila and other urban areas.

    Drilon said that while he fully supports the passage of the bill, “it is also of the highest importance that the bill will provide safeguards that can adequately protect the system and the people from abuses."

    Drilon said the Congress should take a careful look at previous experiences, citing, for instance, the country’s experience when Congress enacted the Electric Power Crisis Act of 1993.

    “We must learn from the experiences with the Electric Power Crisis Act of 1993, which was crafted to address the power crisis, but, in the end, resulted in the execution of onerous contracts with independent power producers that led to expensive and higher electricity rates,” Drilon said.

    They're trying new things but the implementation and consistency is still spotty. Trial and error, and no matter what change P-Diggy wants to will, if the effing people don't change, wala din. They're trying to improve the traffic flow from EDSA NB to the Santolan - EDSA SB U-turn slot but things won't pan out because of drivers who refuse to follow in a single line from the start. Pilit pa rin mag second lane at sumingit and then this is compounded by inconsistent management of traffic in the U- turn slot itself.

    We need more enforcers and stricter discipline. It's not going to happen overnight.

    In the end, re-routing simply temporarily displaces congestion, but once people get used to the new normal, the volume increases to fill whatever void has been opened up.

    We really REALLY need to decongest the city of people, per se.

    Yup. Duterte may have made good on his promises, but if it isn't a reciprocal thing, then that's that.

    I find it HILARIOUS, though, that he's flip-flopping again on his definition of "criminal"... I recall that he very publicly stated that he didn't consider the Abu Sayyaf criminals... may pinaglalabanan daw... and now he's admitting... FINALLY... that those bandits are what they are... plain and simple criminals.

    Try for peace with the organizations with an actual political purpose... but wipe the ASG off the map, please.

    Want to know what I find positive?

    What I find positive is that the PNP is finally admitting the killings are getting out of hand. They're starting to rotate cops out of their areas to bring fresh blood in, hopefully free of entanglement with local drug syndicates. Sana yan yung unang ginawa (as with the Bilibid move), but better late than never.

    I find positive that Digong is starting to make concessions that maybe Yasay won't stay much longer. The man is an embarrassment.

    I find positive that Digong is now seeking outside advice about the WPS, and that he even included Aquino, despite their differences.

    Di naman LAHAT ng ginagawa ni Digong tama. At hindi lahat mali. At least he can suck it up and change his mind. Unlike some of his more rabid followers who think every single thing he does is perfect the first time around.

    Ang pagbalik ng comeback...

    E tutal wala na ring tayong magagawa...boys, tambay na lang sa beach come January
