Philippine National Police Director General Ronald “Bato” Dela Rosa confirmed that Chinese national Meco Tan was among the high-value targets of the police.
“He has been operating here in the Philippines for almost eight years already. He was responsible for putting up drug laboratories, shabu laboratories here in Metro Manila that has been busted,” Dela Rosa said in a telephone interview with ANC’s Headstart.

PNP: Crime slips as drug war intensifies
The Philippine National Police (PNP) on Friday reported a downward trend in crime in the first half of 2016 amid the government’s relentless war against illegal drugs.
PNP said a total of 46,060 crime incidents were recorded in June, down from the 52,950 incidents reported in January.
Chief Superintendent Camilo Pancratius Cascolan attributed the decrease to the government’s ongoing drive against illegal drugs, namely Project Double Barrel and Project “Tokhang.”

MANILA, Philippines – So, they can do their jobs quickly after all.
On his Facebook, a certain Alexander John Rico shared how he was able to get his papers from the Bureau of Internal Revenue (BIR) within five days after showing a copy of Commissioner Cesar Dulay’s “no red tape” memo.
According to Rico, he was initially told that the Certificate Authorizing Registration (CAR) he applied for would take three months to be processed and released.
However, he nevertheless went back to the BIR after a few days to take his CAR. After a BIR employee laughed and told him his application would take three months to finish, Rico whipped out a copy of Dulay’s memorandum order mandating the release of CARs within five days.
Failure to release the CAR within five days would hold the erring employee liable for breaking the country’s Anti-Red Tape Law.
After reading out Dulay’s memo, Rico said the employee suddenly changed his tone, took his claim slip, and asked him whether he was willing to wait until after lunch to have his CAR processed.

Hold on a sec. The guy had to threaten the BIR guy with the Anti Red Tape Law before he acted. That's not proper implementation. If anything, we should thank whoever authored that bill, or else that guy wouldn't have anything to threaten the BIR with.
But hey, kakaupo lang ni Dulay. Let's see if he can properly implement it, looking forward to it.
