    DAVAO CITY — Incoming presidential spokesperson Salvador Panelo on Wednesday confirmed that Carlo "Sonny" Dominguez III has declined the offer of incoming president Rodrigo Duterte to head the Department of Finance.

    Dominguez "declined for personal reasons," Panelo told GMA News Online in a phone interview.

    Dominguez was Duterte's campaign finance manager who also became part of the transition and selection team.

    On May 13, Dominguez presented the Duterte administration's eight-point economic agenda including the tweaking of the income tax system.

    Natameme ako sa interview ni Digong sa GMA7. Sabi ay dapat imbestigahan si Pnoy and Trillanes for treason dahil nawala ang scarborough shoal. Then explain niya plan niya na kapag walang nangyari in 2 years sa multilateral talks aay kakausapin niya na China bilateral sa sharing na mangyayari kahit nanalo ang Philippines sa case vs China. Bakit sinabi niya sa TV interview ang plano niya sa China? Parang pinakita niya fight plan ng Philippines vs China. So gagawin ngalang China ay wag makipag-usap in next 2 years tapos umpisa na talks sa sharing. Diba treason din plan na bigyan ng parte ang China?

    Yan din sabi nya kay Obama during their phone conversation recently. Obama said to wait for the Hague decision in June. Obama also called on the ASEAN to support whatever decision will be.

    I think Digong will play with the Americans and get as much as he can from them as he thinks he has leverage.

    Mag ingat lang sana sya as these Americans can play dirty with the various issues in Mindanao (CPP, Bangsamoro, etc)

    Trillanes has warned incoming president Rodrigo Duterte that he could face impeachment if he continues to claim that the Philippines has lost Panatag (Scarborough) Shoal to China.

    our subpar educational system is actually because of the government's policy of producing as much graduates as possible

    in other words, quantity over quality.

    but hey, it worked for Stalin during WW2

    the government currently subsidizes schools for a quota of graduates

    instead of failing students who deserve to fail, schools have every reason to "make" them pass with whatever grading alchemy they can cook up

    students who slack then have no reason to study harder knowing that the school has their back, therefore they slack even harder because they'll graduate no matter what

    whether that prepares them for college and universities is an enigma

    in the deep wisdom of the government, they let state run universities do the same

    it's not uncommon for most graduates when asked how much they learned to answer, "ewan ko nga ba kung paano ako nakapasa, basta may diploma ako"

    employers see this. to compensate for the diploma having less market value, they now have to raise the minimum requirement in order to get a job to filter out the incompetent graduates.

    Papano hindi ipapasa nnag teachers mga students kahit dapata bagsak, sila din kasi magtuturo sa summer class. Eh di nawalan sila bakasyon. Kaya ayun, dahil sa palpak na DeEd, lahat halos pinapasa. Bahala na sa college. Nung college prof ako dami kaya student hirap magbasa at magcomprehend simole english sentences lalo na comprehension.

    Tama si Niky, dapat galing sa private school na middle-class ang students ang mga DepEd at CHED directors. May alam sa problem nang poor students. Hindi yung elitista.

    While this is certainly the case for public high schools, it's not possible for board courses.

    If a College or University consistently falls below the national average in terms of board passers, it can find itself shut down.

    Students who can pass the local boards should, barring any language barriers, be able to pass overseas boards. (Hell, given how poorly constructed some local exams are, they wind up significantly harder, depending on the ones making the exam).

    But yes, foreign employers do take extra measures to filter out incompetent graduates... especially considering the cheating scandals we've had over the past decades here...

    DAVAO CITY– Carlos “Sonny” Dominguez had a change of heart.

    Lawyer Salvador Panelo, the appointed press secretary of presumptive President Rodrigo Duterte, recanted his earlier announcement that Dominguez had declined the offer as secretary of the Department of Finance.

    “Earlier, I announced Dominguez declined the offer for secretary of finance. Apparently he had a change of heart. He accepted it,” Panelo told reporters Wednesday night.

    Dominguez, a known major player in the business community, helped in the crafting of the eight-point economic agenda of Duterte and is part of his transition team. Panelo said Dominguez earlier declined the offer because of his previous business commitments.

    The Davao businessman, who was finance head during Duterte’s campaign, had served in the Cabinet of former Presidents Corazon C. Aquino and Fidel V. Ramos.

    For President Aquino’s Finance Secretary Cesar Purisima, Dominguez is a very qualified finance chief.

    “For me, the most important qualification in my job is having the ear of the president. That’s why I’m happy—I’m not trying to push [Dominguez] because he’s not confirmed but if it is he, then the three things that I look for a Finance secretary—ear of the president is the most important, knowledge of how government works, and knowledge of how business works—he has all three. So we’re happy he’s very qualified.”

    Purisima, who heads President Aquino’s economic team, on Wednesday welcomed and lauded the incoming Duterte administration’s eight-point economic agenda to sustain the robust growth achieved during the past six years. SFM/AC
