perhaps, we should consider the science and technology available at that time...

even japan, one of the arguably better earthquake-knowledgeable countries, when shocked with considerable damage by a strong earthquake, admitted, "perhaps we should re-think our earthquake technology..."

"while earthquake-proof building technology looks good in simulations, it is no guarantee that it will work as designed, when the real thing comes along."

"res ipsa loquitur" should not be blindly followed.
When was the structure built? All structures built after 1990 are supposed to withstand at least a Magnitude 8 earthquake.

Part 2: What makes buildings earthquake-ready?

Japan has its share of shady contractors too.

i vaguely got the idea, it was built around 10 years ago.

    my point being,
placing the blame may not be as easy as some folks think.

As some say, what happened in Mindanao is their own fault.

Hehe. Just so I wont be misquoted bro, what I am referring to is the blind faults that were only discovered recently. That is what I pointed out as the cause of the earthquake - the fault.

But honestly, doc, sa opinyon mo, may kasalanan ba o wala yung developer?

Most ignorant people think that the developer & contractor that actually built the structure are one and the same

Many times its untrue..when structure fails then it's the contractors culpability not the developers

Engineers of the contractors hire licensed civil engineers for strength and architects for aesthetics of the structure. In situation such as this it's the license of the civil or structural engineers are in peril

    i do not know.
we have to dig deep into the designs and science and technologies at the time the building was designed and constructed, and make judgements based on them.
    i mean, yesterday's cutting-edge science might be today's common-knowledge folly.
it would not be right, to judge them based on today's technology.

what we need is a forensic evaluation...
"this is the design... what was built?"

    but yes,
that collapsed structure does point a very large accusing finger at the designers/constructors...
as i recall, the adjacent much taller building is intact...?

Earthquake again?
