DApat may mga bagay na mataas responsbility mataas din parusa.
Ako nga gusto simulan sa pagdadrvie. Lalo na sa nagfeefeeling schumi. Yung overspeeding/reckless gusto ko mas mataas pa parusa lets say suspension of license for 1year agad minimum. Pag nainvolve sa minor bangaan 2years agad kung sino mali (ayoko na sabhin accident kasi majority eh carelessness naman nafeleng-felieng)
pero pag super reckless talaga may nabangga tao eh banned na sa driving.
So ganun din sa goverment employee pag mataas responsbility eh may kaakibat na matinding parusa. Example kulung tapos hatakin ari-arian pati sa mga anak damay. Ganun dapat kabigat para may accountability pati familya nakabantay na "daddy do not feed us dirty money ah"

perhaps, we should consider the science and technology available at that time...
even japan, one of the arguably better earthquake-knowledgeable countries, when shocked with considerable damage by a strong earthquake, admitted, "perhaps we should re-think our earthquake technology..."
"while earthquake-proof building technology looks good in simulations, it is no guarantee that it will work as designed, when the real thing comes along."
