November 30th, 2009 12:10 PM #52kahit nga di mausok hinaharang eh... di naman mausok starex namin...hinahanapan ng emission test result eh di naman ata ibinabalik ito pag nagparehistro ka...at least sa case namin... di rin namin alam na dapat pala kinukuha at tinatabi itong emission test result na ito... pagwala ka maipakita kailangan ipatest mo sa kanila... ang passsing daw ay 2.5... 3.5 yun lumabas sa machine nila ng tinest starex namin - bagsak... kung magpapatupad sila ng ganito ok lang pero sana para sa lahat hindi lang sa mga private vehicle... dami bus at jeepney sa makati na sobrang usok di nila hinuhuli... fund raising ata nila ito eh... hehehe

if i could recall,there was this group people in uniform,( i think it was green), that was apprehending trucks and known smoky vehicles...
new system: they will go in the middle of the road and he will guide you to side of the street(if they choose you to be there victim)
sa tingin ko di ka namamakakaisa ngaun... kaw ba naman ang harangin eh..
lately, lagi ko na silang napapansin sa may LRT2 santolan...
buti na lang di ko dala l200 namin kundi BOOM 500h... merry xmas!!!

Kaya palaging traffic sa intersection ng Kalayaan at C5..... Ipapasa nila kasi sa emissions test at rehistro ng sasakyan,- tapos huhulihin naman ng mga ito sa daan....

Makati ASBU and its officers are full of crap. They have preferences when they apprehend vehicles on their Smoke-Belching check points. They flag down only diesel vehicles, specially delivery aluminum closed vans, L-300s, L-200s. I know this is because delivery vans are the most likely offenders. But don't you think its unfair? They are unfair in so many ways.
They are bias and don't dare flag down Pajeros, Patrols (Maybe the driver's politician), PUJs and PUBs (Most likely paid them). The people administering the emission tests are not
even qualified. They push the pedal to quickly, which is not the proper way. They don't clean the hose of the emission test machines.
Their aim is not to clean the streets of smoke belchers, but to have a permit to be a smoke belcher! Why and how? I was apprehended. By the way, their check-point didn't even have a signboard to inform the public they're with ASBU. And after testing, they told me my car emits way above of the legal limit, which is 2.50. They remove my plates and tells me to go to their office to pay the fine and clean my exhausts.
So I went to fix the problem and went to Makati near the fire department. I pay the fine of Php1,000 and to my surprise they didn't even bother checking my car again. They just gave me a certificate that gives me immunity for 3 months from smoke-belching checkpoints in Makati. See what I mean? You can get a certificate for Php600 (not sure) and be able to legally smoke belch in Makati. What a system they have! What can you say about that? Only in Makati?
I don't think it's just Makati doing it. I have seen the same thing happening at Pasig.

FREE ACCELERATION TEST FOR IN-USE COMPRESSION-IGNITION MOTOR VEHICLES
1. Scope
The test is a smoke opacity measurement for in-use motor vehicles equipped with compression-ignition (diesel) engines, using the free acceleration from low idle speed method.
2. Motor Vehicle Test Condition
a. The test shall be carried out on a stationary vehicle and the engine shall be first brought to normal operating conditions during a road run or dynamic test. In particular, cooling water and oil should be at normal temperature.
b. The combustion chamber should not have been cooled or fouled due to a prolonged period of idling preceding the test.
c. The exhaust system shall not have any orifice or leaks wherein the gases emitted by the engine might be diluted.
3. Test Equipment
The light-absorption coefficient of the exhaust gases shall be measured with an opacimeter satisfying the conditions laid down in ECE Regulation No. 24, Revision 2E/ECE/TRANS 505. Rev Add 23 Rev 2, Annex 8: Characteristics of Opacimeter.
4. Test Procedures and Smoke Opacity Measurement
a. Follow the opacimeter manufacturer's instruction for on the proper installation, operation/use and checking the accuracy and calibration before and after each test.
b. Set the vehicle gear-change control in the neutral position and the hand-brake effectively engaged.
c. Start the engine and warm it up to its normal operating temperature.
d. Accelerate the engine two to three times (2-3) prior to smoke sampling in order to remove deposits of soot and other carbon particles in the tail pipe.
e. With the engine idling, depress the accelerator quickly, but not violently, to obtain maximum delivery from the injection pump.
Maintain this position until maximum engine speed is reached for about two (2) to four (4) seconds and the governor comes into action. As soon as this speed is reached, release the accelerator until the engine resumes its idling speed. Record the maximum reading of the smokemeter.
f. The operation described in paragraph (4)(e) shall be repeated not less than six (6) times in order to clear the exhaust system and to allow for any necessary adjustment of the apparatus. The maximum opacity values read in each successive acceleration shall be noted until stabilized values are obtained. The values read shall be regarded as stabilized when four (4) consecutive readings are within a hand width of 0.25 m-1 and do not form a decreasing sequence. The arithmetic mean of the four stabilized values shall be the test result for the concerned vehicle.1st and foremost, they can do random tests with a Mission Order. Kung wala,
invalid.
2nd, hindi nasunod ang guidelines na free accelaration. Ang siste, inantay nila
bumoga ng itim na usok saka binasa. Hinidi free acceleration yun. Dahil kahit anong makina ata kapag sinagad mo sa tapak at matagal eh magbubuga ng itim na usok to compensate the increase in temp.
Yun pa lang ata sa "depress the accelarator pedal quickly, but not violently" ay hindi na nasunod. Lalo na yung "Maintain this position until maximum engine speed is reached for about two (2) to four (4) seconds."
So I guess the right move is to file a complaint in Makati while simultaneously publicizing the complaint.
I think, hindi titino yan hanggant hindi na lalagay sa TV (media).
Ika nga nila, "Ganito kami sa Makati."
Maiba ako, nakakit ako ng ganyan sa EDSA just after the Ayala Underpass (?) Talagang humaharang sila sa gitna kaya nag tratrafic. Pwede ko bang businahan yung mga mokong nayun dahil naka balandra sila sa daan or sagasaan?
