They don't care, I still need to bring the truck to their testing center.

    I just walked out and went home, the next day I just looked for a 'certified' fixer to get the plate. After 3 days and around 2K, I got the plate.

    Boybi, our delivery van was also apprehended in Pasig. ano ba yung tamang procedure to claim the plate?

    This is the sad part -- having to resort to fixers. Sabagay, that's probably the unit's way of making money.

    Need to revive this...
    It happened to me too, around 1:45pm, yesterday under Guadalupe/Edsa bridge. I was driving our Nissan Urvan, a 2004 model, just a side note, this is a very well maintained private family van. Change oil every 5k, fuel filter ( primary & secondary) every 50k, air filter changed every 20K, total mileage is 145k only, and that's for almost 11years, well you get the point.

    Anyways, Bigla ako flag down by one of these ASBU guys. I rolled down my window and said "ano po yon?" the guy said "sa smoke belching po" I kinda got irritated and looked at my LTO 2013 sticker. I told the ASBU guy "eh kaka-inspection lang nito nung January sa LTO Emissions. My family maintains our vehicles properly, if there is something wrong with our vehicles - we fix it.

    I quickly told him "maayos itong sasakyan, wala kayo mahuhuli dito", but he insisted that i hand over my registration papers and license. I told him jokingly “dapat may makita kayong problema dito sa van kase nakaka-abala kayo.”

    There were two more vehicles before my turn, man, hassle, paparahin ka without any justifiable cause (is that legal by the way?). Di naman umuusok muffler ko ng maitim na usok. Then came my turn, guess what? Wala!!! I passed their test!!!

    Twelve (12) minutes for nothing!!! I told them “Sinabi ko na sa inyo na ayos yan, inabala nyo lang ako” Yung ginawa nila is a f#%#&^* waste of my time!!

    Eto pa, the guy who made the inspection just smirked at me, wala man lang sinabing “pasensia na sa abala” , and that really ticked me off! when the guy returned my registration papers, i asked him “ano pa bisa ng LTO emissions if kung di rin pala applicable sa inyo?

    He replied “LTO CORRUPT, NABABAYARAN EMISSIONS” I just shook my head again, is he implying that the reason why he flagged me down and did a test was because i corrupted my LTO emmisions inspections? - These people are arrogant mindless fools. I am a hard working, tax paying citizen, oh yes, i pay taxes in Makati too, tapos eto. Mga PERWISYO KAYO MAKATI ASBU!!! BTW, i got there names: M. Quinagutan, and J.M. Cristino or Crispino

    Things that come into mind:
    1. Flagging you down for no obvious reason. (Chamba-chamba baka makadali ng lagay)

    2. Since they do not recognize LTO’s emmissions inspections to be credible, then what is the law of the land regarding emmisions? who has the final say?

    3. ASBU’s way of approaching, flagging down, apprehending the suspected vehicles is wrong. Arrogante!! they should be properly trained in explaining to the people why they are flagged down? Sa akin, wala, nagpakilala lang na smoke belching, tapos hingi kagad ng registration papers. Walang, “Sorry for the inconvenience po, (atleast to appease) smoke belching campaign, para lang po ma check if ok parin ang ating exhaust / engine emmisions., para namin din po sa kalusugan ng lahat.
    Hindi eh, hingi kagad ng papeles, wala paliwanag, basta ang alam sana bumagsak para may kita sila!!

    4. Since i passed their test, what is my assurance, that they won’t flag me down again.

    Sad to say pero "wala" ... Wala rin naman ata binigay na clearance certificate of some sort?

    parang 1st time i've read or heard that somebody actually passed the test. congrats! hehehe

    Hehehe, I don't know if natakot sila sakin, i'm a really big guy, LOL! But seriously, dapat ma-question yung ginagawa nila, i am for clean air, but what they are doing is not effective, kase nalalagyan din, Marami pa rin ako nakikita na smoke belchers, mainly buses or PUV's and how do we know if their equipment is in good condition or tampered? Kawawa naman mga ibang tao.

    yeah, pinara din ako kanina jan sa c5 to pasig. hindi ko pinansin. sinubukan nila tumakbo pero hindi ako tumigil. paglapas ng kalayaan, pasig na ba? hindi na nila yan jurisdiction diba.

    Kaya pala ayaw ng kapitbahay ko ng diesel dahil sa smoke belching test na nakikita niya sa daan.

    Saturday morning, meron at EDSA after Ayala (northbound). Taena mga bwiset. Di nga pinapansin ng ibang pinapara.

    Same thing i do...pag natsatsambahan ko yang mga yan sa C5 at kalayaan at nagkataong maluwag, hindi ako humihinto...humabol sila kung gusto nila... Usually before i go home, check ko muna sa MMDA interaksyon kung may operation sa c5 or kalayaan para at least makaiwas sa abala...

    Since last week, I have been trying to look for something that would define their implementing rules and regulations on apprehension, testing and other procedures. Unfortunately, these guys make it really hard to find anything and expect us all to know about such matters. Is anyone here familiar with it or has a link to it?
