if you are here in the Philippines, the 1-series might be a more practical choice since there are several BMW Dealers located in the Metro (and one in Pampangga). unlike the Mini which can be brought only at the grey market. spare parts and the like might be a bit more challenging.
though for that kind of money... I'd rather spend it on something else... no... not a run of the mill Jap econo sedan (like the Jazz). a Volvo S40 perhaps? AFAIK there's a couple of S40 owners here in tsikot (ryan & spiff if i remember correctly). or how about a certified pre-owned (CPO) 3-series?
Sounds like an E46 BMW (318i up) is just right for you. The 1-series is ugly IMHO and the MINI, though I love it's looks, is matagtag (run-flats daw kasi).
Seems like you're looking for a car that will never look old and you'll keep for a long time... IMHO the E46 fits that description.
so complex choices for a first car. baka ma trauma ka pag may masira jan....
anyway, between the two, it would have to be the BMW 1series.

just consider the following with that kind of car:
- you have to be extra careful parking, backing and maneuvering.
- be defensive esp you are yet to learn driving
- driving condition in the philippines is a bit worse (kudos to our "great king of the road" e.g. undisciplined jeepney, bus and tricab drivers ).
- extra nightmare sa japorms mong mini car as carnapping cases in the philippines w/c is unfortunately still left uncheck by our authorities (pero with the mini, out of the question na ata kasi limited lang naman ang mini sa pinas)
- plus our major roads (e.g. EDSA) are not that smooth that can fasten your car deterioration.
- w/c lead me to the spare parts, dapat available in the market
pero think of the pogi points you'll get driving mini in the philippines, PANALO!!!
