    Let's just wait for the Congress and Senate to settle and publish the final revision in Dec 15 and effectively implemented by Jan 2018. Wala namang point magargue kung drafts palang yang mga yan.

    If the bicam doesn't come out with the revised and agreed upon TRAIN version in 8 days then they would have to sacrifice some of their vacay time to close it.

    The bill needs to be submitted to the palace 48 hours before the president needs to sign it. And time is running out.

    Another touchy provision now is the proposed coal tax.

    1. The House believes imposing a higher coal tax will adversely increase electricity cost (most powerplants are coal-fired) and even hurt our manufacturing sector in the long run.

    2. The Senate believes it's about time to change how we tax coal as it has been the same for decades now and other fossil fuels have already been taxed higher. This has resulted in coal being a lot cheaper than renewable energy in the Philippines.

    Apparently, the implementation of the TRAIN bill will be actualized by January next year.
    Reading the article above, there was no mention on what was the final excise tax rate increase for vehicles. Anybody here who have access in the bicameral discussion or have read it somewhere?

    "Over the weekend, Sen. Juan Edgardo M. Angara, chairman of the Senate Committee on Ways and Means, said members of the bicameral committee have already agreed on 75 key provisions, or 90 percent, of the tax-reform bill.

    However, still pending before the bicameral committee are “contentious” provisions which include excise taxes on coal, minerals and cosmetic procedures, which were inserted by the Senate.

    If they don't get it signed by Duterte by Friday then it won't be implemented on Jan. 1.

    If the bicam discussions do not reach a conclusion by Thursday, then it will probably won't happen in January at all.

    If it won't happen in January, then they will likely aim for an implementation date at the beginning of April or perhaps July.

    Sayang lang Time mag analyze or hulaan kung ano approved nila. Either way people will still buy vehicles kahit ano pa mapproved nila
