You'd have to be a resourceful & determined car enthusiast/businessman to put up a stamping facility here. Well, that's how I understand it to be. Please bear with me & my little knowledge of car manufacturing. I'm also currently doing my own research.
Perhaps the local Wrangler(?) jeep facility (wherever that is) can help members of this forum. I think the local assembler was able to stamp some panels, while using some fiberglass for their other parts.
I'll ask around for more info.

Hi varga.
The stamping plant in Bataan was bought from Ford by C. Reyes, a Filipino entrepreneur who was double-crossed, because although the buildings were there, the stamping equipment had been sold and shipped to mainland China. He sued and won the case in the Supreme Court recently. That's the last I heard.
Your knowledge of the industry is notably above average. Are you writing a thesis or term paper? Along the lines of industrial or interior design? Your contributions are also very much appreciated. Keep on posting, and if you can sketch, all the better.
