And if the MMDA is complainig that Manila didn't coordinate with them, what are they going to do about it? Do they have the power to impose on the LGUs? Or is their power only on Edsa?

Let me add a different point of view to this thread for the purpose of analyzing the new rules.

The Manila city government's efforts to regulate buses may be commendable, but taken in a larger context,
I think the solution seems hastily decided.

    Example:
For someone enrolled somewhere in the U-belt area, residing in the San Juan or Pasig area:
Previously sasakay lang sya ng PUB bound for Quiapo, then bababa sa Mendiola.
With the new rules, the PUB cannot enter Sta Mesa area, so bababa sya at lilipat ng masasakyan.
Ergo, the new rules pass on additional burden in the form of cost (pamasahe) and time (transfer time).

The new ordinance also seems to pass the burden of disciplining PUBs to Manila's neighbors Caloocan, QC, San Juan, Makati, Pasay.
It again shows that we need an elected governor for the whole NCR (or at least a stronger MMDA) who will tackle our traffic problems on a larger scale, not on a piecemeal basis.
Buses will make a U-turn before entering Makati or Pasay border?

The real problem lies in the implementation of road rules.
    Load/unload only at designated stops.
No vendors/kuliglig/pedicabs on major roads (should not be allowed at all, we can ban them on major roads for a start).
No loading/unloading when the light is green.
No blocking of intersections and pedestrian lanes.
Do not use roads are jeepney/tricycle/bus terminals.

Implement these basic rules and the whole metro will be a better place to live (and drive) in.

sa welcome ngayon ang bottle neck, traffic kanina from pantranco up to welcome, slow moving talaga, dun pa humihinto mga bus sa may bandang alanganing u-turn katapat ng ford casa. magawan sana ng paraan ng MMDA and Q.C. mayor's office yung part na yun.
