LTO to implement RFID tags

I would be for it but with a twist.

RFID tags limited to:
Public utility vehicles.(jeepneys, bus, taxi, rental cars)
Emergency vehicles (police, ambulance, firetrucks)
All government vehicles
Vehicles registered to politicians and immediate families.

bro, this is the one that confuses me most... does it mean that privately owned vehicles are not included with the implementation?

mahal din ha? 350 petot per tag. another source of income to be used for the elections.... tamang tama ang timing sa implementation.

and if private owned vehicles are included in the implementation, pano yung mga vehicles na hindi pa na transfer of ownership? so yung previous owner pa din ang nakalagay?
