    There is no written rule on this but in Europe, the response is automatic already. Americans seem to understand it also. Again, its more of etiquette, even I was clueless on this when I started driving.

    do the americans and europeans have a written rulebook on etiquette?..
    seems to me, our confusion on these is because we have no written rulebook from the authorities..

    Its etiquette. It's not covered by legislation. No different from rules that govern which spoon to use for the salad or which wine goes with the fish. Don't know if there is guidebook on this. And I am not one to find proof of it. When I was told what it means, I now act accordingly when I see a fellow motorist doing it,

    Here in Canada (and all of North America) we have a book on how to drive safely and you need to read that from cover to cover and review multiple times for you to pass the written exam and be eligible to do a road test exam. When you pass both of that, that's the only time you'll get your driver's license (licence here in Canada). So I guess that sorta instilled on each and every mind of Canadian/American how to drive safely and defensively.

    More of we don't have proper control on who gets a license and who doesn't.
    A driving license is a privilege, not a right. Everyone who deserves a driver's license should be educated enough what to do and what not to do in the road, and while driving.

    True.

    But sadly how we learn driving there in the PH, and the driving "knowledge" we incur was not on par with most countries that have stricter driving habits and rules. I've been there, done that.

    Believe me when I say it took me 5 tries to a road test before I finally passed it. Not to mention its $125 per road test try.

    PH driving is really worlds apart compared to driving here.

    PH driving is largely tantiyahan in the absence of a roadcode. Yan ang mother doc sa ibang bansa where all licensing and road rules are based. Wala kasing pera diyan sa pag-update nung atin, alam nyo na ang Congress pag ala kita babagalbagal until some event happens.

    yesterday while travelling along TPLEX... it rained so hard... i can say 20 percent visibility nalang... yung mga bukas ang tail light, halos hindi ko na talaga makita... yung mga naka hazard nalang ang napapasin ko....

    i was tempted nga to use my hazard lights...

    maybe? its a case to case basis, when using your hazard, even if you are not on a full stop...

    dyan papasok ang tama usage ng rear fog lamps, its the drivers responsibility to be seen by others...

    kaso puro yabang lang rear fog lamps sa pinas, clear weather naka on front and rear fog lamps

    I totally agree. Driving tests and licensing procedures overseas are vastly different from the Philippines. In Manila, people misconstrue reckless driving to jostle for positioning in the streets as "ma-diskarte." I always thought that the fastest way to declog Manila traffic is by making everyone retake a proper licensing examination. I can imagine at least 50% of drivers would have their licenses revoked.

    To add, some guys don't even know that their cars are equipped with RFLs.
