Well it looks like the government still has no funds. This thread has been posted more than a year ago, it would be interesting to note what were the developments since then We'll here's for more wishful thinking and dreaming.

With the corruption going on...I doubt there would be any funds.

Just a question...would it be hard for Filipinos to reverse engineer those modern helicopters with all the materials being locally produced?

It'll be difficult since we don't even have the technology to manufacture our own engines. Add to that, aircraft like military helicopters need modern avionics and radar. We can probably cobble something together from a spare parts bin, but you can never call it originally manufactured here.

Yup. Look at how Israel developed their military aircraft technology. They had access to jet engines, aircraft engineers who were trained in the US, etc. It didn't take long before they were manufacturing the Levi and Kfir jets. Kaya naman natin. It just takes someone with vision to make it happen.

my suggestion for a proper modernization program:

1. we need AEW&C plane. best candidate would be the erieye which is available for export for various nations

2. we need multirole aircrafts with proper ground attack capability. there are various candidates for this. my choices would be: gripen, MiG-35/29smt

what is the basis for my choices?

gripen was designed to be a multirole platform with STOL capability in mind, and when combined with AWACS, is actually the fastest to deploy for interception. it also integrates a better cockpit than F-teen series because of the emphasis on sensor fusion, inclusion of an AESA radar, datalinking and cost effective design. the biggest advantage is that with the erieye awacs support, datalinking will take less modifications because of commonality.

MiG-35/29smt is a very attractive package and is also the best candidate on the multinational 125 aircraft bid that india put up. the MiG-35 is a gen 4.5++ aircraft which outclasses most multirole aircrafts in terms of electronics, maneuverability, armament, cross platform compatibility, ground attack capability, electronics and sensors. with this, Mikoyan offers training equipments with them, support and also grants licensed serial production. the platform features cutting edge IR sensors which perfect for ground attack, interdiction and reconaissance. it's basically an all-in-one aircraft since it can also be a mini-awacs because of its AESA radar and datalinking capability. also, since it's russian, expect it to be extra tough and take a lot of beating from mud, snow, sand, gravel etc. the MiG-29 airframe is already a proven plane in the luftwaffe being one their planes with the highest kill ratios because of the OLS and high offbore missile capability when equipped with r-73 missile.(a friend of mine also says that in simulated combat, the MiG 29 can out turn and defeat the Su-27, which is because of the higher G-load capability)

3. electronic attack/interdiction aircraft - my pick would be: MiG-21 bison
it is practically the most effective e-war plane if you are on a tight budget. hell, i'd rather get a whole fleet of these instead of gen 4 fighters

it is proven to be very "stealthy" during the red flag exercises because of its heavy jamming capability if it happens to be using the Israeli jammer. Because of it, the other participating air forces took a lot of beating since most of their planes are radar dependent, compared to their indian counterparts that are equipped with OLS/FLIR. aside from initially designated a fighter, it can also be used on ground attack and is compatible with various current production missiles like R-73,R-77 and R-27 missiles(these 3 have a hit probability of 0.7)

sure these planes are gen 3 planes but with a whole fleet of them, it will give any opposing airforce some nightmares.

re: F-35 - too expensive, too costly to develop, experiencing some order axing, very visible to IR anyway so meh

F-22 - already beaten by the F-18, no plans for export, production is stopped, a bit overrated by its proponents like Karlo Kopp(as said by a NG colleague)

F-16 - not STOL optimized, is gear towards A2A combat instead of multirole capability

F-18 - nobody buys the gen 4.75 marketting scheme

F-15SE - for $100+m/unit, it is even more expensive than the EF-2000

Don't even count on it. Ibang-iba yung US-Jewish relationship sa US-Pinoy. Super Ultra-Special treatment ang nakukuha ng Israel. Tayo 4th-class treatment.

Israel gets the #1 amount in US Foreign aid, Egypt and Jordan gets a big chunk just to leave Israel in peace. US gave Israel nuclear materials and technology so that the country can defend itself against the aggressive neighbors.

Kaya Wishful thinking that US will give Pinoys their best weaponry and technology. Especially after the Pinoys kicked the American bases out and dented the US presence in the Pacific.

The official turnover of 15 refurbished T-41B Mescalero two seat, single engine trainer planes from South Korea today (Thursday) will help advance the Philippine Air Forces’ pilot training program and enhance its operational readiness.
“The arrival of the trainer planes will greatly enhance the operational readiness of the entire Philippine Air Force, especially in training its pilots for the transition to territorial defense mode in 2012 from the current internal security operations of the Armed Forces of the Philippines,” said Lt. Gen. Oscar H. Rabena, PAF Commanding General.
