In a time of great medical crisis, a country would require the best leaders at all levels and the consistent display of exemplary leadership. The kind of leader needed is ONE:
- who takes a potential emergency seriously so appropriate actions are taken, someone who does not belittle the problem and listens to experts’ advice.
- who takes timely and decisive action to contain the entry and spread of the deadly and highly contagious pathogens, someone who does not procrastinate and allows likely carriers to enter his jurisdiction.
- who places his constituents first and is not partial to aliens, someone who does not grant favors or give special treatment to certain groups thereby compromising the well-being of the many.
- who thinks clearly and considers things with care, someone who is not prone to whimsical and spur of the moment decisions that are confusing, contradictory and cumbersome, someone who thinks things through.
- who can calm fears, ease burdens and inspire citizens, someone who does not sow fear, create panic and evoke confusion and helplessness.
- who can defer to expert opinions and sound advice and can delegate to competent subordinates and professionals, someone who empowers and mobilizes the required number of action teams and agents.
- who is secure and is supportive of the success of others, someone who is not jealous of high performing individuals who eclipse him in disposition and action.
- who gives pronouncements and issues orders that have been well thought of and developed, someone who ensures that the facilities, mechanisms, protocols and procedures are ready and set up beforehand.
- who can ably muster and manage resources to ensure that those in the front lines have adequate support, someone who sees to it that requirements are met so operations are effective and efficient.
- who ensures fair treatment and equally distributed risk among everyone that prevents resentment and fosters cooperation, someone who does not prioritize self-interest or gives undue advantage to certain groups.
- who can inspire solidarity, patriotism cooperation and heroism, someone who does not divide and build barriers among people.
Without able leadership, a crisis escalates and hardships and grief multiply.

Has anyone been out to buy food? I woke up to a flood of text from my BFF. Wala na daw siya mabilhan ng food and fruits. Nakisabay ako ng bili sa kanya and since 6 am wala siya mabili. She told me the streets are like a ghost town. How things changed in just ONE WEEK. I thought they said we have enough food supply???

Bayanihan Act of 2020 already grants such powers to the President, to be able to be exempted from R.A. 9184 (Gov't Procurement Reform Act), when there is an emergency. Eh meron na nga emergency eh.
