it is not adviseable to exercise "reckless decision-making".

we individuals can afford to think and do what we want for ourselves,
but the nation's health determiners do not have that luxury.

i guess what i am saying is,
"the view from the ground floor is not the same as the view from the roofdeck, 25 stories up."
