As of now I'd vote for MR for the simple reason that he's the least disastrous for the country if elected the President.

Cons: He's a wimp; can't show any substantial accomplishment.

People has the notion that's he's a wimpy boy and indecisive but I think that's because he's not he President. He doesn't have the last say but I beloved once he's the president he can act and decide swiftly

    out of topic, but...
i find this government policy of not prefering certain brands, illogical.
it's common knowledge that some brands are superior to others. so why don't we put this to good use, when it comes to buying?

choose the lowest bidder? does that not somehow equate to, choosing the inferior over the superior?

Procurement law siguro yan. Hinde pwede sabihin yun brand but you can fix the requirements to fit a preferred and favored brand.

He was secretary of various departments. No legacy to show eh. Wala rin, TBH.

Iba pa rin pag president. You have the last say. I think diyan siya nagkakaproblema., out of respect to Pnoy. That's what I think. Tapos meron pa si Ochoa.

But according to ERAP one of the best performing secretary under his administration and was actually carried over to GMA's.

Singson of DPWH is doing a great job. Robredo was really one of the best SILGs. Abad at DBM and when he was at DAR introduced some key critical reforms (DAP notwithstanding).

I'm talking about leadership here, not only management. He could've shown his leadership in these departments as he held sufficient power and has the backing of Pnoy. Pero meh lang talaga.

The Yolanda critique at times are unfair but there are truth to some of them. He wasn't able to handle well stress under great pressure.

    He's just not inspiring enough.

Again, I'm voting for him not because I believe him but simply because I think he's the least disastrous for the country.

It is about getting the best possible deal for the government (while meeting minimum specifications) regardless of the brand.

Naniiniwala ka ba sa hidden demerit / merit system. I can't prove but there is. Though people try to make gulang each other and say they get a big house and expensive cars, chances may babalik sa kanila. Like for example obesity and disease, family relationship problems or paranoia,

To me Binay, can be a magulang person but I can't shake the feeling a how is allowed to stay longer in power like that. That means may basbas sya ng powers that be, or this secret force that I, talking about.

Case in pojnt another person, too idealistic by the book, lahat na gusto mo marinig na maganda marinig mo sa kanya, and yet parang stagnant ang buhay Nya, di sya fulfilled. He takes refuge in facts and decided events.

So what's missing? I believe I know what it is because no matter how Binay is portrayed as a bad person he still touches lives or people more than any of us here.

That's why para sya anak ng Diyos in someway, coz he's still up there. Surviving.

Ano ba Silbi ng intellectual debates sa Diyos. Are you doing his purpose, are you touching lives, are you going out there? Diba?

Hitler once said he doesn't know what to do with captured intellectuals. These people are university people who debate and debate each other all day nun era Nya. He says wala daw sila purpose. So what he did was send most of them sa gas chamber. And the interesting part is God allowed this to happen.

So yun wag masyado Isip Isip and attack other people, think what are doing, are you living your purpose?

In relation to procurement process of the government (RA9184), a lot of them was tailor fitted to a particular vendor/supplier/group. The term of reference was prepared by the supplier/vendor itself, especially if the project is more of the technical side like IT infra and development.

In an event that there are other bidders that has lower bid but was not the preferred one by the agency, that is where the technicalities came in, they will find every loopholes they can find.

^^^^ well, he did spearhead the roadshows of bpo companies to come and invest here during the local call industry's gestation and infancy period. roxas' baby, the contact center association of the philippines (ccap), w/c was formed during his days at the dti, pretty much lobbied the idea that our country was a suitable locale for it-bpo companies

roxas was also the catalyst in creating the special economic zone act w/c served as the big bait for international companies to consider the country as a viable base for their outsourcing arm

In fact, one of the key contributions Mar Roxas made to the BPO industry was lobbying in congress to revise Republic Act 7916, so that buildings or floors in buildings could register as an ecozone. That meant that the budding BPO industries were exempt from paying national and local taxes, and only had to contribute 5% of their gross income as tax — a major enabler during that time.

A history of the BPO industry in numbers
of course, the vp can't claim sole credit for successfully setting-up the cyber services industry ( you've got fvr, andrew tan, frank holz, et al), but it's undeniable that he was one of the visionaries to see the possibility of creating a pinoy call center hub and make it a multi-million peso employment generating reality
