    ^ pwd naman ang L300 at hilux or strada. Mas subok na sa mahabang panahon. Maraming parts, mas maraming marunong gumawa. Bakit kasi hindi practical ang goverment ng pinas.

    There is no 4x4 L300.

    There are no cab-chassis variants of the Hilux and Strada in 4x4. And if there were, it wouldn't be as cheap as the Enforcer or KC2700.

    The only real problem people are having with the win is the actual price. But it should be noted CAC won the bid by underbidding the Japanese, who couldn't field units with better specs for the same price. (supposedly... we don't know what the exact specs were)

    It would be interesting to see what those specs were. It's often possible to rig bids by writing arbitrary specification requirements that favor certain manufacturers. But without a copy of those specifications, it's hard to see what other manufacturers could have fielded that could compete on a body-in-white cost basis with the Mahindra or Kia entries. Perhaps only Foton or Tata would have had a chance to get in the door.

    And even then, I'd rather the PNP be using Mahindra Boleros than Foton Blizzards.

    I think hindi naman need ng 4X4 setup for L300.
    Hindi naman pang off road even the KIA. Then pwd din naman siguro bumili ng walang likod na part sa L300 at hilux then ipa gawa na lang sa local manufacturer.

    and i'd like to add, in government procurement, agencies do not have the privilege to choose a specific brand among several bidders because reference to brands is NOT allowed. in general, without going into specifics, we go by the specs, the ABC, and the LCB.

    Hehe... from my days in purchasing, I can say it's possible to pre-arrange a bidding by asking for specific items that no one else will have... like "The unit must possess a super-turbo encabulator, and a Mister Fusion accessory dock"... but in this case, it would be impossible. There are no proprietary software/hardware items on the Enforcer or KC that you can use to exclude competing hardware. The only way to rig the bid would be to write the hp/Nm/cargo capacity/etcetera requirements precisely to exclude certain competitors who don't meet those, but in the end, other "cheap" brands like Foton will still be able to field competitive bids.

    I can see ways in which this could be improved.

    For example, the acceleration tests seem pretty lackluster. The braking tests, on the other hand, are pretty strict. Though I would change it from a single test to a five-stop test. After the fifth stop (no rest period), the brakes must still hit the required braking distance.

    But none of this screams of ultra-specific and selective requirement writing.

    i was a former member of a BAC before. first LGU then a national gov't agency. the way i look at it, our procurement process isn't foolproof. everything isn't. ☺

    manuel araneta roxas has been eyeing the presidency since his day one in the government. he has the bloodline, the education, and the experience, but he hasn't the connection with the majority of our people. that in itself is an enigma.

    i find this government policy of not prefering certain brands, illogical.
    it's common knowledge that some brands are superior to others. so why don't we put this to good use, when it comes to buying?

    choose the lowest bidder? does that not somehow equate to, choosing the inferior over the superior?

    Procurement law siguro yan. Hinde pwede sabihin yun brand but you can fix the requirements to fit a preferred and favored brand.

    It is about getting the best possible deal for the government (while meeting minimum specifications) regardless of the brand.
